Povzetek
Policijsko delo je specifično in ga ni mogoče primerjati z drugimi poklici. Policisti oziroma druge pooblaščene uradne osebe lahko z zakonskimi pooblastili močno posežejo v življenja ljudi. Delo postane še težje takrat, ko v svetu veljajo izredne razmere in ko družba ne upošteva zastavljenih zakonov in mej. V diplomski nalogi je primerjano delo policistov pred in med epidemijo covida-19. V prvem delu pisanja je zakonsko opredeljeno delo policije, opisan je tudi pojem izrednega stanja oziroma izrednih razmer. V nadaljevanju so predstavljeni ključni podatki o bolezni, ki je pomembno zaznamovala življenje ljudi. Našteti so ukrepi in omejitve, ki so bili implementirani v Sloveniji, ter opisane reakcije ljudi na novo življenje. V delu je razčlenjeno tudi delo operativnih policistov v izrednih razmerah. Obravnavani so področja kaznivih dejanj, nadzor državne meje in postopki v cestnem prometu. Ena izmed najtežjih nalog v času epidemije je bila tudi vodenje policijskih enot. Policijski vodje so morali zaposlene ustrezno motivirati.
V diplomskem delu so analizirani izvedeni ukrepi na področju javnega reda in miru, izračunana je tudi korelacija med starostjo in vrsto deviantnega ravnanja med epidemijo. Poleg tega je izpostavljeno, da so več kaznivih ravnanj storili mlajši, ki so bili zaradi koronavirusne bolezni 19 tudi manj ogroženi. Z raziskovanjem statističnih podatkov je bilo ugotovljeno, da je med kaznivimi dejanji najpogostejše nasilje v družini, število drugih kaznivih dejanj pa se je zmanjšalo. Izmed vseh kršitev je bilo daleč največ kršitev javnega reda in miru, ki so bili povezani s protivladnimi protesti. Slednji so za policiste in policijo kot organizacijo predstavljali dodatno obremenitev in povzročali kadrovsko problematiko, saj se je na njih zbiralo več tisoč ljudi.
V diplomskem delu je bilo poleg izpostavljenega ugotovljeno, da je slovenska policija kljub vsem preprekam ohranila visoko stopnjo integritete in strokovnosti. Zaupanje ljudi vanjo in njihov občutek varnosti v Republiki Sloveniji sta še vedno na visokem nivoju.

Functioning of the Police as National Authority during Epidemic |

Police work is specific and cannot be compared to other professions. Police officers and other authorised officers may, based on their statutory powers, strongly interfere with people’s lives. Their work becomes even more difficult in the state of emergency and when the society does not comply with the adopted legislation and restrictions. This paper compares the work of police officers before and during the COVID-19 epidemic. The first part legally defines the work of police officers and describes the state of emergency. It goes on to present key data on the disease, which had a significant impact on people’s lives, listing measures and restrictions implemented in Slovenia and describing people's reactions to the new situation. The paper details the work of operative police officers in the state of emergency. It defines criminal acts, state border control and road traffic procedures. During the epidemic, one of the most difficult tasks was police unit management. Police managers had to provide sufficient motivation to their employees.
The paper analyses the measures implemented in the field of public law and order and calculates the correlation between age and type of deviant behaviour during the epidemic. It also highlights the statistical data revealing that more criminal acts were committed by younger people, who were less threatened by the coronavirus disease. Based on the statistical data, the paper determines that the most frequent criminal acts were domestic violence, while the number of other criminal acts declined. The most frequent among all violations were breaches of public law and order related to anti-government protests. These put police officers and the police as an organisation under additional pressure and caused problems in terms of staff, as thousands of people gathered on the protests.
In addition to the above-mentioned findings, the paper also determines that, despite all the obstacles, the Slovenian National Police Force imaintained a high level of integrity and professionalism. The level of people’s trust in it and their feeling of security and safety in the Republic of Slovenia have remained very high. |
