Abstract

Slovenija je po oceni Evropske unije (EU) dovolj inovativna, da je postala članica EU. Podlaga ocene je najbrž le institucionalna ureditev, ne dejanska kultura in praksa, brez katerih institucije ne delujejo dovolj dobro. Pogled v razvoj gospodarstva in kulture kaže, da se je treba poglobiti v dane korenine kulture in jo inovirati. Predlagamo nekaj ukrepov, ki bi morda zbližali institucionalno ureditev in dano kulturo ter inovirali oboje, ne le tehnologije.

Secondary title: Why Slovenia has not reached a sufficient level of innovation - reasons of economic and cultural development
Secondary abstract: ǂThe ǂEuropean Union found Slovenia innovative enough to accept it as a member. The basis for its assessment might have been the institutional order rather than the actual culture and practice that cause institutions to function poorly. Insight into economic and cultural development shows that one must take a thorough look into the given roots of culture and innovate the culture. We suggest a few measures that might perhaps bring the institutional structure and the given culture closer to each other and help us innovate them rather than technology only.
