Abstract

Današnji čas je zaznamovan z množičnimi migracijami, ki so posledica zapletenih mednarodnih odnosov in konfliktov. Migracije pomenijo določena tveganja v povezavi z ekonomsko, varnostno, družbeno in kulturno situacijo tudi v državah Evropske unije, saj imajo velik vpliv na proces evropskega povezovanja, ki predvideva prost pretok blaga, storitev, kapitala in ljudi na prostoru Evropske unije in odpravo notranjih meja med članicami. Kljub dogovoru med članicami se to izvršuje le delno, saj določene države Evropske unije ponovno uvajajo nadzor na svojih mejah. S tem se pojavljajo dvomi o prihodnosti Evropske unije. Države članice Evropske unije morajo skupaj poiskati način, kako omejiti in obvladovati tokove priseljencev in prosilcev za azil. Državljani Evropske unije želijo, da je Unija solidarna z ljudmi, ki bežijo pred preganjanjem in vojno, a odločna proti tistim, ki nimajo pravice do vstopa ali prebivanja v Evropi. Republika Slovenija je kot članica Evropske unije zelo priljubljena kot izhodiščna točka za nadaljnjo migracijo tujcev v okviru Evropske unije, saj jim izdano dovoljenje za prebivanje v Republiki Sloveniji omogoča prosto gibanje in bivanje v vseh članicah Evropske unije. Organi pregona ugotavljajo, da obstajajo primeri, ko si tujci pridobijo dovoljenje za prebivanje v Republiki Sloveniji v nasprotju z zakonsko predpisanimi nameni. Ti tujci se v želji po večjem zaslužku zaposlujejo na črno in se nemalokrat po neuspelem poskusu zaposlitve pričnejo ukvarjati s kriminalnimi dejanji, kar vpliva na znižanje standarda varnosti. Drugi primer je ustanavljanje t. i. slamnatih podjetij, ki služijo predvsem za pridobivanje dovoljenj za prebivanje ali za »pranje denarja«. O različnih primerih zlorab nas vsakodnevno obveščajo sredstva javnega obveščanja. Prav tako se je treba zavedati, da migracije predstavljajo za državo tudi določeno finančno breme. To finančno breme je mišljeno v smislu celote vseh mehanizmov države (pristojnih organov), ki so odgovorni za nadzor in obravnavo migracij.

Secondary abstract: Today's time is marked by mass migration, which is the result of complex international relations and conflicts that occur all over the world. Migrations entail certain risks in connection with the economic, security, social and cultural situation of individual countries of the European Union (EU). Migration has a major impact on the process of European integration, which foresees the free flow of goods, services, capital and people within the EU and the elimination of internal borders between EU members. Despite the agreement of the EU countries, this is not actually true, as certain EU countries are re-introducing border controls. This raises doubts about the future of the EU. EU member states must jointly find a way to limit and manage the flows of immigrants and asylum seekers. EU citizens want the Union to be in solidarity with people fleeing persecution and war, but firm against those who have no right to enter or reside in Europe. As a member of the EU, the Republic of Slovenia (RS) is very popular as a starting point for further migration of foreigners within the EU, as a residence permit issued in the Republic of Slovenia enables them to move freely and stay in all EU member states. Law enforcement authorities note that there are cases when foreigners obtain a residence permit in the Republic of Slovenia contrary to the legally prescribed purposes. In their desire to earn more, these foreigners engage in illegal employment and many times after a failed attempt to find employment, they start engaging in criminal activities, which affects the lowering of the security standard. Another example is the establishment of straw companies, which serve mainly to obtain residence permits or to "launder money". The media informs us about various cases of abuse on a daily basis. It is also necessary to realize that migration also represents a certain financial burden for the country. This financial burden is meant in the sense of the totality of all state mechanisms (authorities) responsible for controlling and dealing with migration.
