Abstract
V magistrskem delu predstavimo zasnovo italijanskega šolskega sistema, poseben poudarek namenimo vidiku inkluzije učencev s posebnimi potrebami. Italija je ena izmed držav, ki ima skoraj 50-letno tradicijo vključevanja učencev s posebnimi potrebami v redne šole. Pregled začenjamo s prikazom zgradbe šolskega sistema in predstavitvijo zakonodaje, ki ureja inkluzijo v šolskem sistemu. Razmere v šolstvu orišemo s pomočjo mednarodnega preizkusa PISA, katerega rezultati so po našem mnenju dober pokazatelj učinkovitosti šolskega sistema. Opozorimo na prilagoditve, ki so zagotovljene za učence s posebnimi potrebami, in izpostavimo vlogo individualnega izobraževalnega načrta ter prilagojenega načrta poučevanja, ki učencem omogočata ustrezno podporo pri šolanju. Ob tem predstavimo tudi vloge vseh sodelujočih v inkluzivnem šolstvu. S pregledom aktualnih raziskav predstavimo realno stanje v italijanskem šolstvu. V nekaterih pogledih italijanski šolski sistem postavlja smernice in ponekod za drugimi državami še nekoliko zaostaja. Še posebej pereča težava italijanskega šolstva je predčasno opuščanje šolanja. Čeprav naj bi italijanski šolski sistem slovel po vključujoči politiki, naslovimo tudi problematiko izključevanja učencev s posebnimi potrebami iz razreda. Pregled šolskega sistema strnemo s primerjavo stanja v slovenskem šolstvu.

In this master’s thesis we present the conception of the Italian school system, with emphasis on the aspect of inclusion of special needs students. Numerous school systems have advanced from segregation through integration all the way to inclusion. Italy is one of the countries, which has almost a 50-year-old tradition of including special needs students in regular schools. We begin our examination by showing the structure of the school system and presenting the legislation that governs inclusion in the school system. The circumstances are outlined with the help of the PISA test, whose results are in our opinion a good indicator of the efficiency of the school system. We also point out the adjustments, which are guaranteed for special needs students, and emphasise the role of the Individualized education plan, as well as the Personalized didactic plan, which provides students with proper educational support. In addition, we have also presented the role of all parties involved in inclusive education. With an examination of recent research, we present the current state of the Italian school system. In some aspects the Italian school system does provide guidelines, but in other aspects it is falling behind other countries. An especially burning issue of the Italian school system is the premature discontinuation of education. Although, the Italian school system is supposedly renowned for its inclusive policies, we also address the issue with excluding special needs students from class. We summarize the overview of the school system with a comparison of the situation in the Slovenian school system. |
