diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract
Osrednja tema tega zaključnega dela je avtocestna policija v Sloveniji. Začetek, delovanje in tudi konec le-te, ter kaj se za varnost na avtocestah in hitrih cestah namerava storiti v prihodnje. V zadnjih letih so naše avtoceste zaradi vedno gostejšega prometa podvržene prometnim nesrečam in zastojem, ki so med drugimi tudi posledica nesreč. Ti dogodki povzročajo predvsem nejevoljo in nestrpnost pri voznikih. Prehitra vožnja, prekratka varnostna razdalja in vožnja pod vplivom alkohola so le nekateri od mnogih prometnih prekrškov, ki jih lahko pogosto zasledimo na avtocesti. Z vstopom v evropsko unijo in posledično vstopom Slovenije v schengensko območje, pa se je poleg ostalih stvari v veliki meri zmanjšal nadzor na mejnih prehodih držav članic, tako pa se je povečala tudi priložnost za kriminalne organizacije, ki delujejo na večjem območju oziroma na nadnacionalni ravni. Pretok trgovine z belim blagom, orožjem in prepovedanimi substancami tako poteka veliko bolj tekoče kot bi sicer. Predvsem zaradi teh razlogov je prišlo do ideje o ustanovitvi avtocestne policije s katero bi se v prvi vrsti povečal nadzor na avtocestah in hitrih cestah. Posledično bi se vzpostavila večja varnost in zmanjšalo število prometnih nesreč in žrtev teh. Vendar pa ustanoviti novo enoto zahteva veliko več kot le potreba po tej. V policijskih vrstah se že nekaj časa spopadajo s kadrovskim primanjkljajem, ki se z ustanovitvijo nove enote še poglobi. Prav tako nova enota avtocestne policije potrebuje prostore v katerih lahko učinkovito opravlja svoje delo ter hitro dostopa na kraj svojega delovanja, torej avtocesto. Potrebna so tudi nova vozila, ki bodo »kos« hitri in spretni vožnji v tem okolju ter tehnični pripomočki, za lažje in bolj učinkovito odkrivanje kaznivih dejanj. Skozi pisanje zaključnega dela smo prišli do zaključka, da je avtocestna policija v Sloveniji smiselna predvsem z vidika zagotavljanja varnosti, vendar pa bo na tem področju potrebno še veliko načrtovanja in strukturiranja preden bo ta lahko delovala nemoteno in uspešno.

Secondary abstract: |
The main subject of this thesis is highway police in Slovenia. Its beginning, operation and termination. We will also look at what is going to be done about safety on highways and expressways in the future. Firstly, Slovenian highways and expressways are getting busier by the year, which leads to traffic accidents and traffic jams that are oftentimes an aftermath of an accident. Those incidents are often the cause of road rage amongst drivers. Secondly, traffic violations such as speeding, too short safety distance and driving under the influence are only a few of often committed offences made while driving on highway. Thirdly, in 2007, Slovenia entered Schengen area, which means that all internal border controls were stopped and citizens of all member countries could move freely since then. That creates bigger opportunities for criminal organization that are active on transnational level, for example drug trafficking, human trafficking and arms trade. Those are the main reasons that spurred the idea of a highway police in Slovenia, with which there would be an increase in surveillance on highways and expressways. That would result in maximizing safety and minimizing the number of car accidents and victims of those. Unfortunately starting a new police force in Slovenia is harder than it seems, especially due to a personnel deficit, which would increase by starting it. There is also a need for vehicles that would measure up to fast cars of offenders, a working space for police officers of this police force and technical tools for more efficient detection of offenders. While writing this thesis we came to a conclusion that Slovenia needs highway police, especially for maintaining safety. However, further planning and structuring is needed for it to function properly and successfully. |
