primerjava med izvedbo v Sloveniji in na Hrvaškem
Abstract
V diplomskem delu je predstavljeno policijsko pooblastilo oziroma opravilo »postavljati cestne zapore z blokadnimi točkami« kot oblika policijskega dela, za katero se v policijskem žargonu uporablja izraz policijska blokada. Gre za pogosto obliko dela, ki se uporablja pri najhujših varnostnih dogodkih, kjer storilci kaznivih dejanj bežijo s kraja dejanja in policija zaradi izsleditve oz. prijetja le-teh blokira določene ceste oziroma območja. V nalogi je podana primerjava izvedbe blokade slovenske in hrvaške policije, vključno s primerjavo zakonske podlage obeh policij. Opredeljeno je, kdo, kdaj in na kakšen način izvaja policijsko blokado, kakšna je zakonska in podzakonska podlaga za takšno obliko dela, kdo pripravi načrt blokade policistom, kdo aktivira patrulje, da opravljajo določene aktivnosti na blokadnih mestih, kako je poskrbljeno za varnost in samozaščitne ukrepe policistov. Z analizo literature, zakonskih in podzakonskih aktov, operativnih dokumentov ter razgovori s predstavniki policije je bilo ugotovljeno, da je v obeh državah zakonska podlaga za izvedbo policijske blokade ustrezna in da izvedba teh nalog prinaša rezultate. Nekatere razlike lahko najdemo pri specifičnosti podzakonskih aktov. Za izvedbo so pomembni ustrezni materialni in kadrovski pogoji ter izkušenost in iznajdljivost odločevalcev in izvajalcev na terenu.

The diploma thesis presents a police task of "setting up road closures with blocking points" as a form of police work, referred to as a police blockade in police jargon. It is a common form of work used in the most serious security events where perpetrators of criminal acts flee the scene, and the police block certain roads or areas to track down and apprehend them. The thesis compares the implementation of blockades by the Slovenian and Croatian police, including a comparison of the legal framework of both police forces. It defines who, when, and how the police blockade is carried out, the legal and sub-legal basis for such work, who prepares the blockade plan for the officers, who activates patrols to perform specific activities at the blocking points, and how the safety and self-protection measures for the police officers are ensured. Based on the analysis of literature, legal and sub-legal acts, operational documents, and interviews with police representatives, it was found that the legal basis for conducting a police blockade is adequate in both countries and that the implementation of these tasks yields results. Some differences can be found in the specificity of sub-legal acts. The successful execution relies on appropriate material and personnel conditions, as well as the experience and resourcefulness of decision-makers and police officers in the field. |
