Abstract

V diplomskem delu obravnavamo problematiko izobraževanja in psihofizičnih sposobnosti policistov, ki delujejo v Centru za varovanje in zaščito, konkretno v Oddelku za osebno varovanje, njihova prvenstvena naloga pa je poleg varovanja varovane osebe še vožnja vozil s prednostjo in spremstvom. V omenjenem oddelku se lahko zaposlijo samo že izkušeni policisti, ki morajo že za osnovno zaposlitev v policiji prestati določeno fizično in psihološko testiranje, kar zagotavlja, da kljub pomanjkanju kadra v policijske vrste ne more vstopiti čisto vsak. Policisti, ki želijo svojo karierno pot nadaljevati v Centru za varovanje in zaščito, morajo uspešno opraviti še dodatno psihološko in fizično testiranje, s čimer se v selekcijskem postopku zagotovi, da se v centru zaposlijo res le najprimernejši policisti. Ti so nato deležni uvajalnega usposabljanja v trajanju 528 ur, kar pa seveda ne zadošča za opravljanje vseh nalog, zato se policisti Centra za varovanje in zaščito praktično neprestano dodatno izobražujejo, usposabljajo in izpopolnjujejo iz tistih področij dela oziroma nalog, za opravljanje katerih so dodeljeni. Pri tem center znotraj slovenske policije uporablja izobraževalno infrastrukturo in pripomočke, ki pa so v veliki meri nezadostni, preveč centralizirani in tudi zastareli, zaradi visokih finančnih vložkov pa za njihovo razširitev ali posodobitev že več let ni pravega posluha. V diplomskem delu smo pregledali potek razvoja slovenske policije in Centra za varovanje in zaščito, potek izobraževanja v obeh in opravili intervju z višjim policijskim inšpektorjem glede strokovnih znanj in kompetenc zaposlenih v Centru za varovanje in zaščito, konkretno v oddelku za osebno varovanje. Na podlagi pregleda literature in izvedenega intervjuja smo pripravili priporočila za izboljšave oziroma predlog dodatnih izobraževanj, usposabljanj in izpopolnjevanj ter učnih pripomočkov, ki bi jih lahko brez večjih finančnih vložkov uporabljali pri svojem delu.

Secondary title: Training and psychophysical abilities of police officers when driving vehicles with right-of-way and pilot vehicles
Secondary abstract: In the diploma thesis, we discuss the issue of education and psycho-physical abilities of police officers who work in the Center for Security and Protection, specifically in the Personal security department, and their primary task is, in addition to protecting the protected person, to drive vehicles with priority and escort. Only experienced police officers can be employed in the mentioned department, who have to pass certain physical and psychological testing for basic employment in the police, which ensures that, despite the lack of personnel, not everyone can enter the police ranks. Police officers who wish to continue their career at the Security and Protection Center must successfully complete additional psychological and physical testing, which ensures that only the most suitable police officers are employed in the selection process. They then receive induction training lasting 528 hours, which is, of course, not enough to perform all tasks, so the police officers of the Security and Protection Center practically continuously receive additional education, training and improvement in the areas of work or tasks for which they are assigned. In doing so, the center uses educational infrastructure and tools within the Slovenian police, which are largely insufficient, too centralized and outdated, and due to the high financial costs, there has been no real attention for their expansion or modernization for many years. In the diploma work, we examined the course of development of the Slovenian police and the Center for Protection and Protection, the course of education in both and conducted an interview with a senior police inspector regarding the professional knowledge and competences of the employees of the Center for Protection and Protection, specifically in the personal protection department. On the basis of the theory and the conducted interview, we prepared recommendations for improvements or proposals for additional education, training and refinement, as well as teaching aids, which could be used in their work without major financial investments.
