diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract
Diplomsko delo obravnava problem absentizma in njegov vpliv na organizacije, podjetja ter posameznike. Poudarja, da je absentizem družbeni, ekonomski in pravni problem, ki se lahko pojavlja iz različnih razlogov, vključno z zdravstvenimi, ekonomskimi in kulturnimi vplivi. V diplomskem delu je podano, kako vodenje in menedžment organizacije močno vplivata na pojav absentizma ter kako se s tem problemom ukvarjajo delodajalci in organizacije.
Osredotoča se tudi na javni sektor, kjer človeški kapital velja za ključni dejavnik uspeha. Izpostavljene so povezave med absentizmom, nagrajevanjem delovne uspešnosti v javni upravi ter sistemom plač. Analiziran je poklic policista in primerjane razlike v absentizmu z drugimi poklici ter plače policistov.
V diplomskem delu je raziskan tudi vpliv vodenja na absentizem ter analiziran odnos vodij do odsotnih zaposlenih oziroma tistih, ki so pogosteje v bolniškem staležu. Naslovili smo problematiko subjektivnosti in neustreznih meril pri ocenjevanju delovne uspešnosti ter se dotaknili povezave med načinom vodenja in pogostostjo odsotnosti z dela.
Metodološko je diplomsko delo deskriptivno, proučuje zakone in pravne akte ter se opira na dogmatično, aksiološko, jezikovno in teleološko metodo raziskovanja. S primeri in z analizami skuša raziskati vzroke in posledice absentizma ter v tej zvezi predlagati možne rešitve zlasti v javnem sektorju. Kot morebitno težavo pri pisanju diplomskega dela smo izpostavili razlikovanje organizacij in sektorjev, kar lahko vpliva na raziskave in analize.

The thesis deals with the problem of absenteeism and its impact on organizations, companies, and individuals. It highlights that absenteeism is a social, economic, and legal problem that can occur for various reasons, including health, financial, and cultural impacts. The thesis shows how an organization's leadership and management strongly impact absenteeism and how employers and organizations deal with this problem.
It also focuses on the public sector, where human capital is considered a critical success factor. The thesis highlights the links between absenteeism, performance rewards in the civil service, and the pay system. We analyze the profession of a police officer and compare the differences in absenteeism with other professions and the salaries of police officers.
The thesis also examines the impact of management on absenteeism. It analyses managers' attitudes towards absent employees or those more often on sick leave. We have addressed the problem of subjectivity and inadequate criteria in performance appraisal and the link between management style and the frequency of absenteeism.
Methodologically, the thesis is descriptive, examining laws and legal acts and relying on dogmatic, axiological, linguistic, and teleological research methods. Through examples and analysis, it seeks to explore the causes and consequences of absenteeism and to propose possible solutions, particularly in the public sector. We emphasize the distinction between organizations and sectors as a factor in the thesis, which may affect research and analysis. |
