Abstract

Izbruh epidemije COVID-19 v Sloveniji je prinesel veliko novosti in prilagajanja tako imenovanim izrednim razmeram, še posebej je moral delovanje prilagoditi Univerzitetni klinični center Ljubljana (v nadaljevanju UKC Ljubljana), ki je največja zdravstvena ustanova v Sloveniji. Gre za hitro prenosljiv virus, ki povzroča bolezen COVID-19, ta pa lahko pomeni katastrofalne posledice za posameznike kot tudi za delovanje podjetij in drugih organizacij. Z izbruhom epidemije je bilo potrebno v zelo kratkem času sprejeti pomembne odločitve oziroma ukrepe za boj zoper širjenju virusa med zaposlenimi in še posebej med pacienti ter omogočati čim bolj nemoteno delovanje zdravstva, saj se zdravstvena dejavnost ni mogla povsem ustaviti, kot so to lahko naredila druga podjetja. Je pa bilo odloženih veliko nenujnih dejavnosti v tem času do ponovne vzpostavitve “normalnega” stanja. Prišlo je torej do krize delovanja, zato so morali biti vzpostavljeni pogoji za krizno vodenje UKC Ljubljana. Skozi strokovno literaturo poskušamo ugotoviti, kako krizni management deluje v podjetju oziroma organizaciji in kako to impliciramo v podjetje, ki ima primarno zdravstveno dejavnost (neprofitno). Od začetka epidemije do danes je minilo precej časa in skozi časovnico tega obdobja lahko spremljamo, kako smo z boljšim razumevanjem bolezni ter s preteklimi odločitvami vplivali na efektivnost zaustavitve širjenja virusa COVID-19 ter hkrati zagotavljali delovanje zdravstvenega sistema tudi na drugih področjih zdravstvene oskrbe prebivalstva. Na podlagi sprotnega učenja in ugotavljanja ustreznosti sprejetih ukrepov se lahko, v primeru ponovnega izbruha ali podobnega kriznega stanja, še bolje pripravimo na zahtevne in hitre odločitve. S tem lahko zagotavljamo dober krizni management, ki je ključen za delovanje tudi neprofitnega podjetja. V diplomskem delu lahko primerjamo, kako se je krizni management spreminjal in kateri ukrepi, poleg že obstoječih, načrtovanih za primer epidemije gripe, so se spreminjali in izboljševali.

Secondary abstract: The outbreak of epidemic of COVID-19 in Slovenia brought a lot of innovation and adapting to, so called, emergency situations. University Medical Center Ljubljana (later on UMC Ljubljana) was especially obligated to adapt the running of the organization because it is the biggest health care institution in Slovenia. The virus was spreading fast and it can also bring catastrophic consequences as well to every individual as to the companies and organizations. With the outbreak it was important to take important decisions in very short time. Especially the actions against spreading the virus among employees and also among patients being hospitalized in UMC Ljubljana. It is also important to intent to allow undisturbed running of the healthcare facility, because it cannot be stopped like other companies were able or forced to. But albeit some non-urgent procedures were stopped or postponed until the establishment of “normal” conditions. Through the literature we are trying to determine how crisis management is working in a company or organization and how to implement that in an organization with primary activity is healthcare (non-profit company). From the start of epidemic to this day, it has been a lot of time and through this timeline we can evaluate, with the better knowledge of the virus, the actions taken. Learning from it and acknowledging rightfulness of taking those actions, we can be better prepared and react fast in case of another outburst of crisis situations. This is what is called a good crisis management. In this thesis we can see the changing of crisis management and actions taken in case of COVID-19 - how they developed and changed from those we already had for flue situation.
