Abstract
Magistrsko delo se osredotoča na sisteme progresivnega sankcioniranja, vezanega na posameznikovo premoženje ali prihodek, in se sprašuje o njihovi morebitni povezavi z varnostjo v cestnem prometu. Vsebuje pregled osnovnih pojmov in zakonodaje na področju cestnega prometa, s fokusom na dejanji vožnja pod vplivom alkohola in prekomerna vožnja, s čimer podaja oris tako slovenske ureditve kot tudi ureditve izbranih držav (Švedska, Finska in Švica), ki imajo progresivne sisteme te vrste integrirane v svojo zakonodajo. S pomočjo teoretskega okvirja in statističnih podatkov preverja zastavljeno hipotezo, ki se glasi: »Države s sistemom progresivnega sankcioniranja, vezanega na posameznikovo premoženje ali prihodek, nimajo višje stopnje varnosti v cestnem prometu kot države, ki tega sistema nimajo«. Pregled literature je pokazal, da progresivno sankcioniranje te vrste ne vpliva na varnost v cestnem prometu. Trije od štirih izbranih kazalcev stopnje varnosti v cestnem prometu so v vsaj eni izmed izbranih držav pokazali nižjo stopnjo varnosti kot v Sloveniji. Hipoteza je bila potrjena. Za povečanje varnosti na slovenskih cestah se priporoča druge ukrepe, predvsem povečanje nadzora na področju prekomerne vožnje in izboljšanje infrastrukture.

Secondary abstract: |
This master thesis focuses on progressive sanctioning systems, based on individual's wealth/income and examines it's possible link to road safety. It provides an overview of the main concepts and legislation in road safety, with a focus on drunk driving and speeding, outlining the Slovenian legislation, as well as that of selected countries with income/wealth based progressive sanctioning systems (Finland, Sweden, Switzerland). Using a theoretical framework and statistical data, it examines the hypothesis: »Countries with progressive sanctioning systems, based on individual's wealth or income, do not have a higher level of road safety, than countries without such systems«. The literature overview showed that progressive sanctions of this type do not have an impact on road safety. Three out of four selected road safety indicators showed a lower level of road safety in at least one of the selected countries compared to Slovenia. The hypothesis was confirmed. Other safety measures are recommended to improve road safety in Slovenia, in particular increased control of excessive diving and improved infrastructure. |
