Secondary title: Construction and demolition waste management
Secondary abstract: Civil engineering causes burden on the environment as a consumer of natural resources as well as a source of substantial amounts of waste. Because both, natural resources of primary raw materials and space, are limited, a good system of construction waste management must be created in the spirit of sustainable development. Slovenia has already aligned its legislation within European Union, and acts in accordance to EU’s guidelines on sustainable and responsible management of construction waste. The basic guidelines are provided in the National plan for environmental protection. The operative goals of construction waste management within the country are set in the Operational programme for construction waste management. The priority objective of the first four-year period is increasing the level of collected and processed amounts of construction waste in Slovenia. For the system to work all actors in construction, collection, processing or removal of waste must assume responsibility. The main responsibility should be assumed by the investor, i.e. the source of waste. If construction waste is to be reused, adequate knowledge and equipment are needed for its processing. It is also necessary to find suitable manners of reusing secondary raw materials, and to establish an economic system in which these are marketable.
