Secondary abstract:	Diploma thesis deals with the problem of calculating the public utilities charges and programs providing utility services to building sites in various municipalities in Slovenia, according to various laws and regulations governing the calculation of utility charges. Theoretical part introduces the principles for the calculation of municipal public utilities charges, followed by analysis and comparison of the laws and regulations which, in the period from 1999 to 2007, regulate the elaboration of programs providing utility services and calculation of municipal public utilities charges. The empirical part presents concrete areas providing utility services, the municipality Škofja Loka – Kamnitnik I and the municipality Vodice – Pustnice, for which public utilities charges are calculated and programs providing utility services are presented. The last chapter elaborates the calculations of the public utilities charges of the two areas with programs providing utility services under different applicable laws. It is established that the municipal contribution was never charged equally. Qualitatively, in the municipality of Škofja Loka, the said public utilities charge was under the laws and regulations of 1999 higher than under the laws and regulations of 2004 and 2007, which, however, does not hold true for municipality of Vodice, where it was lower under the laws and regulations of 1999 than under the laws and regulations of 2004 and 2007. The legislation on the national level and regulations of local communities, governing elaboration of programs providing utility services and calculation of municipal public utilities charges, should be – consistently taking into account of the theoretical origins, the elaboration of quality construction master plans and the establishment of official registers – adapted in a way that a public utility charge would represent an investor’s just contribution for the municipal infrastructure construction rather than a certain indispensable duty, to which actually resembles.
