Sekundarni povzetek: An investor has to pay the land development fee before getting the building permit for building construction. The rate of this cost plays an important factor in decision-making of an investor to build. This is why it is important, that local communities already in the planning stage consider the land development utility costs as one of the important factors in deciding. In the diploma thesis we carry out an analysis of land development utility costs and land development fee based on the chosen programmes of building lands for two local communities. We analysed the costs and show them by financial and physical indexes for individual municipal infrastructure in the individual areas of managing. The acquired results show that the land development programs, which were accepted in the Municipality of Nova Gorica and Šempeter - Vrtojba, are not an adequate basis for an economic and a cost - accepted building of municipal infrastructure. Under these conditions it is harder for investors to decide to build - they may even decide not to build at all.

Povzetek (ePrints): Investitor mora plačati komunalni prispevek pred pridobitvijo gradbenega dovoljenja za gradnjo objekta. Višina tega stroška pomembno vpliva na odločitev investitorja o gradnji. Zato je pomembno, da lokalne skupnosti ţe v fazi prostorskega načrtovanja upoštevajo stroške komunalnega opremljanja stavbnih zemljišč kot enega izmed pomembnih faktorjev pri odločanju. V diplomskem delu smo na podlagi izbranih programov opremljanja stavbnih zemljišč za dve primorski lokalni skupnosti izvedli analizo stroškov komunalnega opremljanja in komunalnega prispevka. Stroške smo analizirali in prikazali tudi po finančnih in fizičnih kazalcih za posamezno komunalno infrastrukturo po posameznih območjih urejanja. Dobljeni rezultati kaţejo, da sprejeti programi opremljanja v Mestni občini Nova Gorica in Občini Šempeter - Vrtojba niso ustrezno izhodišče za gospodarno in stroškovno sprejemljivo gradnjo komunalne infrastrukture. Zato se investitorji pod takšnimi pogoji teţje ali pa sploh ne odločijo za gradnjo.
