Secondary title: The competencies of itinerant teacher of students with visual impairments
Secondary abstract: The itinerant service for students with visual impairments provides additional professional instructions and teaches special educational knowledge and skills. At the same time it provides consulting and support for parents, teachers, peers and other colleagues to ensure inclusion of students into regular forms of education in the entire vertical of the school system as well as at their home. The itinerant service for students with visual impairments was created as a result of paradigmatic, legislative and social changes, as well as a result of the needs of practice, as the students with visual impairments have been educated in regular educational programs for more than 40 years before the adoption of the law. Despite the fact, that inclusion of students with visual impairments in various educational programs became both an objective and demand, Slovenia is currently still struggling with ensuring the personnel, material, legislative and organizational conditions for the implementation of itinerant service for students with visual impairments. Every itinerant teacher of students with visual impairments has to possess extensive body of knowledge, competencies, skills and also beliefs and attitudes from the field of visual impairments and education that enables efficient and high quality work in order to create positive relationships that are the foundation of cooperative work between all people involved. They should be familiar with their duties and extent of work, be good planners and organizers of the work process in relation to the different periods of the school year in order to ensure the objectives and principles of inclusive practices and optimal development of individuals with visual impairments on their way to independence and autonomy.

Abstract (ePrints): Mobilna tiflopedagoška služba zagotavlja dodatno strokovno pomoč ter poučevanje specialno pedagoških znanj in spretnosti osebam s slepoto in slabovidnostjo. Obenem nudi svetovanje in podporo njihovim staršem, učiteljem, vrstnikom in drugim sodelavcem pri vključevanju v redne oblike izobraževanja v celotni vertikali šolskega sistema, kot tudi na domu. Mobilna tiflopedagoška služba je nastala kot posledica paradigmatskih, zakonskih in družbenih sprememb, kakor tudi kot posledica potreb prakse, saj so se učenci s slepoto in slabovidnostjo šolali v rednih programih vzgoje in izobraževanja že 40 let pred sprejetjem zakona. Kljub temu, da je vključevanje učencev s slepoto in slabovidnostjo v različne programe vzgoje in izobraževanja postalo tako cilj kot zahteva, se Slovenija trenutno spopada z zagotavljanjem kadrovskih, materialnih, zakonodajnih in organizacijskih pogojev za izvajanje mobilne tiflopedagoške službe. Vsak mobilni tiflopedagog ali tiflopedagoginja mora s področja slepote in slabovidnosti kakor tudi vzgoje in izobraževanja posedovati obsežen fond znanj, kompetenc, spretnosti in veščin ter nenazadnje tudi prepričanj in stališč, ki omogočajo učinkovito in kvalitetno dela ter zagotavljajo pozitivne medsebojne odnose, ki so temelj sodelovanja med vsemi vključenimi. Prav tako mora poznati svoje naloge in obseg dela, bit mora dober načrtovalec in organizator procesa dela glede na posamezna obdobja šolskega leta z namenom zagotovitve ciljev in načel inkluzivne prakse ter optimalnega razvoja posameznika s slepoto ali slabovidnostjo na poti do samostojnosti in neodvisnosti.
