Abstract
Namen režima učinkovitosti je spodbujanje prevoznikov v železniškem prometu in upravljavca javne železniške infrastrukture k zmanjševanju motenj na železniškem omrežju in izboljšanju kakovosti izvedbe prevozne storitve. Je sistem kvalitetnega nadziranja točnosti vožnje vlakov in vzrokov zamud, ki omogoča izboljšanje kakovosti železniških storitev s predvidenimi finančnimi kaznimi za dejanja, ki motijo delovanje omrežja. Določbe režima učinkovitosti je potrebno enakopravno in nediskriminatorno uporabljati za vse prevoznike in upravljavca infrastrukture. Splošne značilnosti režima učinkovitosti so preprostost, preglednost, odgovornost in cenovna učinkovitost. V magistrski nalogi se bodo preučili predlog modela evropskega režima učinkovitosti in režim učinkovitosti v nekaterih državah EU. Na podlagi ugotovljenega se bodo opredelili skupni elementi kot so točnost vlaka, podatki, ki se zajemajo pri izračunavanju točnosti vlaka, toleriranje zamud, identiteto zamud, validacijo zamud in nastali stroški zaradi zamud. Na podlagi omenjenega je cilj magistrske naloge podati predlog metodologije za vzpostavitev režima učinkovitosti za kakovostno rabo javne železniške infrastrukture Republike Slovenije.

The purpose of the Performance Regime is to stimulate the Railway Undertakings and the Infrastructure Managers to diminish disturbances on the railway network and improve the quality of the implementation of rail transport services. It's a system of quality monitoring in terms of punctuality and delay causes, which supports performance improvement and foresees the possible application of financial penalties to bad performance. The provisions of the performance regime shall be applied to all Railway Undertakings and the Infrastructure Manager equally and without discrimination. General characteristics of the performance regime are the simplicity, transparency, liability and cost-effectiveness. In the thesis we will examine a model of the European Performance Regime and Performance regime in some EU countries. Based on its findings we will identify common elements such as train punctuality, delay tolerance, causes for the occurrence of the delay, validation of the delay and costs incurred due to the delays. On the basis we will try to determine the possibility of the establishment of the Performance Regime methodology for the quality use of the public railway infrastructure in the Republic of Slovenia. |
