Abstract

Diplomsko delo obravnava problematiko kadrovanja v javni upravi in na splošno. Zaposleni veljajo za največji kapital v podjetjih, ustanovah. Načrtovanje kadrov je dolgoročno načrtovanje kariere in življenja ljudi ter je proces, skozi katerega so cilji organizacije preneseni v objektivne človeške vire. Kadri so ljudje, ki ustvarjajo, sodelujejo, načrtujejo, odločajo in izvajajo naloge za dosego osebnih in delovnih ciljev.
