Abstract

Diplomska naloga analizira območja nezazidanih stavbnih zemljišč, določenih na podlagi novega Občinskega prostorskega načrta Občine Jesenice (2014). Osnovni namen je priprava strokovnih podlag za oblikovanje zemljiške politike v Občini Jesenice, še predvsem prikaz deleža zemljišč, ki bi jih v prihodnosti lahko uporabili za gradnjo enostanovanjskih hiš in določitev finančnih obveznosti, kot so komunalni prispevek in nadomestilo za uporabo stavbnega zemljišča, oziroma posplošene tržne vrednosti nepremičnin po posameznih območjih, kot podlaga za izračun novega davka na nepremičnine. Analizirano je tudi dogajanje na nepremičninskem trgu v preteklem letu. Ugotovljeno je, da je delež nezazidanih stavbnih zemljišč v Občini Jesenice relativno nizek, potrebno bi bilo izvesti sanacijo degradiranih območij, zmanjšati gostoto poselitve znotraj mesta, usmeriti razvoj poselitve na območja, ki so opuščena, predvsem pa bi morali bolj racionalno izkoriščati prostor. Z novim Občinskim prostorskim načrtom Občine Jesenice se je spremenilo tudi obračunavanje komunalnega prispevka. Občina je določila nova obračunska območja in nove vrednosti obračunskih stroškov, kar je na nekaterih območjih znižalo, drugih zvišalo vrednost komunalnega prispevka. Zaradi neuspešne uveljavitve Zakona o davku na nepremičnine (2013) je še vedno v veljavi nadomestilo za uporabo stavbnega zemljišča, ki se od leta 2008 ni bistveno spremenilo. Dogajanje na nepremičninskem trgu se je od leta 2008 spremenilo in je trenutno v stanju stagnacije, saj so zaradi finančne in gospodarske krize cene nepremičnin močno upadle, to pa vpliva na prodajo in nakup nepremičnin. Ob relativno visoki ponudbi je povpraševanje po nepremičninah relativno majhno, cene nepremičnin pa v povprečju 40 % nižje kot v letu 2008.

Secondary title: Professional bases for the definition of land policy in the Municipality of Jesenice
Secondary abstract: The diploma thesis analyses a display of areas of unused urban land, defined by the new Municipal Spatial Plan of the Municipality of Jesenice (2014). The thesis is mainly focused on preparation of expert groundwork for the definition of land policy in the Municipality of Jesenice, in particular the share of land which may be appropriate for building single-family dwellings and financial obligations, such as public utilities charge and the compensation for the urban land usage or general market value of real estate in individual areas, such as the basis for calculating the real estate tax. According to my findings, the share of unused urban land in the Municipality od Jesenice is relatively low and the measures that have to be taken are the redevelopment of degraded sights, a decrease of population density within the town, the direction of settling to deserted areas and the rationalisation and better exploitation of territorial potential. The new municipal spatial plan of the Municipality of Jesenice introduced a new way of charging the public utilities charge. The municipality defined new accounting areas and new factors for calculating expenses, which directly affected the public utilities charge. Since the enforcement of Real Property Tax Act (2013) was unsuccessful, the compensation for the urban land usage, which has not been altered since 2008, is still applicable. Due to financial and economic crisis the activity in real estate market has changed since 2008 and is now in stagnation, whereas the prices of real estate have fallen drastically which has had a direct influence on real estate sale. Given the relatively high supply, the demand for real estate is relatively small, real estate prices are on average 40% lower than in 2008.
