Abstract

Magistrsko delo obravnava moţne postopke za obdelavo ostalih mešanih komunalnih odpadkov, analizira izbrane postopke na osnovi načel trajnostnega razvoja in predlaga prednostni postopek obdelave ostalih mešanih komunalnih odpadkov iz ljubljanske regije. V prvem delu je prikazana analiza različnih vrst odpadkov in različno ravnanje z njimi, podana so načela trajnostnega razvoja in pregled strateških usmeritev z analizo njihovih upoštevanj. V drugem delu sledi eksperimentalno delo. Obdelani so rezultati sejalno-sortirnih analiz in določeni prispevki posameznih sociourbanih struktur k skupni količini odpadkov, sestavljen je hipotetični vzorec odpadkov, sejalno-sortirne analize so nadgrajene s fizikalno-kemičnimi analizami in analizami biorazgradljivosti. V tretjem delu je predstavljena direktiva za celovito preprečevanje in nadzor industrijskega onesnaţevanja in referenčna dokumenta za najboljše razpoloţljive tehnike za seţig in obdelavo odpadkov ter moţni postopki obdelave preostalih mešanih komunalnih odpadkov z upoštevanjem dobre prakse v Evropski uniji. V nadaljevanju je za razpoloţljivo količino odpadkov pri izbranih postopkih določeno: i) količina predvidenih vstopnih in izstopnih tokov, ii) okvirna energijska bilanca in iii) sumarni vplivi na okolje. Izbrani postopki so analizirani in med sabo primerjani z okoljskega vidika in v določeni meri tudi ekonomskega in sociološkega vidika, v primerjavo pa je vključen tudi postopek, ki ga predlaga Snaga. Na osnovi primerjalne analize je podan predlog prednostnega postopka obdelave ostalih mešanih komunalnih odpadkov iz ljubljanske interesne regije in tudi iz osrednje slovenske regije.

Secondary title: ǂThe ǂcomparative analysis and residual mixed municipal waste treatment proposition in regard to the Ljubljana region case
Secondary abstract: This Master's degree work discusses possibilities for treating residual mixed municipal waste, analyses the chosen treatments through the principles of sustainable development and suggests preferencial treatment of residual mixed municipal waste from Ljubljana region. In the first part an analysis of various sorts of waste and different ways to treat them are presented, basic principles of sustainable development are described and the overview of the strategies, with the analysis how they are put to practice. Experimental work is demonstrated in the second part. Results of sieving-sorting analyses are shown there, discussion on how individual sociourban structures contribute to the total amount of waste, hypothetical sample of waste is represented and sieving-sorting analyses are upgraded with physical-chemical and biodegradability analyses. In the third part Council directive concerning integrated pollution prevention and control, Reference Documents on Best Available Techniques for Waste Incineration and treatments Industries, possible treatments for residual mixed municipal waste considering quality practice in EU are presented. The following part for the available amount of waste with regard to the chosen procedures specifies: i) the amount of foreseen input and output streams, ii) skeleton energy ballance and iii) summary enviromental impact. The chosen treatments are analyzed and reciprocally compared from the environmental point of view and, to a certain degree, also from economical ans sociological view. The treatment suggested by Snaga is also taken into consideration. On groundwork made by means of comparative analysis proposition of preferencial procedure for residual mixed municipal waste treatment from Ljubljana region of interests and also from central Slovenian region is suggested.
