Abstract

Človek je socialno bitje, ki ne more delovati brez sočloveka in bivati v osami. Komunikacija (lat. »communicare« pomeni razpravljati, posvetovati se) je proces sprejemanja, pošiljanja in interpretacije sporočil ali simbolov, z določenim pomenom ter hkrati neizogiben proces za obstoj v družbi in uspešno življenje, saj s komuniciranjem vstopamo v medosebni odnos z drugo osebo. Ena izmed ključnih elementov uspešne komunikacije je sprejemanje sporočila pošiljatelja, dekodiranje in posredovanje povratne informacije. Gluhe in naglušne osebe imajo okrnjeno slušno doživljanje okolja, kar se odraža na telesni, psihični in socialni ravni. Gluhota in naglušnost sta nevidna invalidnost, kar še dodatno otežuje vsakdan gluhe in naglušne osebe. Vsak posameznik je upravičen do človekovih pravic in svoboščin, ki mu omogočajo dostojno, enakopravno in pravično udejstvovanje v družbi. Gluha in naglušna oseba ima v postopkih pred državnimi organi pravico uporabljati znakovni jezik, saj to neposredno izhaja iz pravice, da mora postopek potekati v jeziku, ki ga stranka razume. Leta 2002 je bil sprejet Zakon o uporabi slovenskega znakovnega jezika, ki gluhim osebam daje pravico uporabe materinega jezika in natančno določa položaj slovenskega znakovnega jezika oziroma njegovo veljavo na vseh področjih zasebnega in javnega življenja.

Secondary abstract: Man is a social being who can not function without fellow human beings and live in isolation. Communication (Latin: "communicare" means to discuss, consult) is the process of receiving, sending and interpreting messages or symbols with specific meaning and is also an inevitable process for existence in society and prosperous life, as we enter into communication with interpersonal relationship with another person. One of the key elements of successful communication are receiving the message of the sender, decoding it and transmission of feedback. Hearing impaired persons have curtailed listening experience of the environment, which is reflected in the physical, psychological and social level. Hearing impairment is an invisible disability which further complicates everyday life of affected individuals. Every individual is entitled to human rights and freedoms (brez vejice) which enable a decent, egalitarian and equitable participation in society. In proceedings before state authorities, hearing impaired person have the right to use sign language, as it directly originates from the right that the proceedings take place in a language understood by the party. In 2002, the Act on the use of Slovenian sign language was passed which gives deaf persons the right to use their mother tongue and accurately determines the position of Slovenian sign language or its effect on all areas of private and public life.
