Prenova procesa čiščenja na Univerzi v Mariboru

Abstract

V diplomskem delu je opisan proces vzpostavitve storitev čiščenja vseh prostorov Univerze v Mariboru, njenih sedemnajst članic in dveh pridruženih članic, to je Študentskih domov in Univerzitetne knjižnice Maribor po prekinitvi pogodbe z zunanjim izvajalcem. Opisano je problemsko stanje in vse organizacijske spremembe, ki so bile potrebne, da na Univerzi v Mariboru sistem čiščenja zopet nemoteno deluje. Zaradi vse večjih poslovnih težav zunanjega izvajalca, tj. podjetja, ki je izvajalo storitve čiščenja prostorov univerze, in posledično nižje kvalitete čiščenja teh prostorov in zaradi zaveze novega vodstva, da uredi to področje, je Univerza v Mariboru na podlagi analize sprejela poslovno odločitev, da prekine pogodbo z zunanjim izvajalcem. To je pomenilo vzpostavitev prenovljenih procesov čiščenja, nove zaposlitve čistilk na univerzi, vzpostavitev nove organizacije storitve čiščenja prostorov vseh sedemnajstih članic Univerze v Mariboru, ter njenih dveh pridruženih članic— Študentskih domov in Univerzitetne knjižnice v Mariboru. Prekinitev pogodbe in vzpostavitev procesa storitev čiščenja se je izkazala kot dobra poslovna odločitev. Izboljšala sta se kvaliteta storitev in nadzor, pa tudi motiviranost zaposlenega čistilnega osebja. Procesi, ki so znotraj univerze vzpostavljeni enotno, v nadaljevanju omogočajo možnost za izboljševanje delovanja, saj lahko univerza sama nadzoruje stroške, ima možnost samostojne izbire osebja za čiščenje, s pomočjo javnega naročanja pa ima večjo pogajalsko moč pri izbiri čistil in čistilnih pripomočkov.

Secondary abstract:	Diploma thesis describes the process of establishing the cleaning service at all the premises of University of Maribor – its seventeen members and two joined members (Student Dormitories and University Library), after the contract with the outsourced contractor was terminated. It explains the problematic existing state and all the organizational changes that were necessary for the system of cleaning service at the University of Maribor to function properly again. Because of growing business difficulties with the outsourced contractor, that is, the company which conducted cleaning services in the premises of the University of Maribor, the consequential fall in cleaning service quality and the commitment of the newly appointed leadership, University of Maribor made a business decision to terminate the outsourced contract. The decision was based upon a prepared analysis. This meant that a renewed system of cleaning service had to be introduced, which resulted in employments of new cleaning personnel at the university and establishment of a new organizational structure for cleaning services in the premises of all seventeen University of Maribor members and its two joined members (Student Dormitories and University Library). Termination of the contract and establishment of the cleaning service process turned out to be a good business decision. Quality of the service, control and the motivation of the cleaning personnel, all improved. Furthermore, processes inside the university that are established uniformly enable further optimization as the university itself is able to control the costs, select its cleaning personnel and, through the system of public ordering, has a stronger negotiating position in selecting cleaning products and materials.
