Abstract

Policijska brutalnost ima bogato in dolgo zgodovino, vendar pa so tudi ljudje vedno bolj izobraženi in ozaveščeni, katere so njihove pravice in kako se lahko pritožijo. Skozi diplomsko nalogo je v teoretičnem delu prikazan pojem policijske brutalnosti, vzrok, zakaj do tega prihaja, kako je policijska brutalnost organizirana v demokratični državi ter kateri pravni vidiki skrbijo, da je policijske brutalnosti čim manj. V praktičnem delu naloge je prikazana policijska brutalnost skozi oči javnih medijev ter kakšno je stanje glede policijske brutalnosti v naši sosednji državi Hrvaški. Pri primerjavi obeh držav ugotovimo, da je na sosednjem Hrvaškem več policijske brutalnosti, vendar pa v obeh državah obstajajo tako imenovani kodeksi policijskega molka, s katerim se določene stvari prikrijejo in so s tem vodjem prikrite oziroma nedostopne, ob tem pa se kaže moč enakopravnosti ter sodelovanja med sodelavci.

Secondary abstract: Police brutality has a long and rich history. However, also civilians have been increasingly more educated and aware of their rights and the ways how to complain. The theoretical part of this diploma thesis focuses on the concept of police brutality, some possible causes for such behaviour, and it also focuses on the system how such police brutality is organised in a democratic country and what legal aspects are provided to limit actions of police brutality to the extent possible. The practical part of the thesis enlightens the police brutality seen through the eyes of mass media, and it also depicts the state of police brutality in the neighbouring country Croatia. In making the comparison of police brutality in both countries, Croatia is found out to be subject to a more intensive police brutality. However, the so-called codes of police silence do exist in both countries which conceal some certain facts and information and these are hidden or inaccessible to persons in charge. At the same time, the power of equality and cooperation is reflected among work colleagues.
