Abstract
V času varčevalnih ukrepov tudi policija išče rešitve za zmanjšanje porabe javnih sredstev ter čim večjo izrabo obstoječih objektov, zaposlenih in materialno tehničnih sredstev, ki so na razpolago. Med materialno tehnična sredstva štejemo tudi službene pse policije. V slovenski policiji trenutno ločimo službene pse za splošno uporabo in službene pse za specialistično uporabo. Službeni psi za splošno uporabo so namenjeni predvsem za vzdrževanje javnega red in miru med tem, ko so službeni psi za specialistično uporabo namenjeni iskanju prepovedanih drog ali eksploziva. Zaradi navedene delitve glede na namen uporabe ne moremo uporabiti službenega psa za splošno uporabo tudi za iskanje prepovedanih drog in obratno, kar posledično zmanjšuje možnosti za njegovo večjo efektivno uporabo na terenu.
Na podlagi proučitve varnostnih razmer in trenutnih potreb na terenu, smo iskali rešitve za večjo efektivno uporabo vodnikov službenih psov zaposlenih v Enoti vodnikov službenih psov na območju policijske uprave Murska Sobota. V ta namen smo proučili strokovno literaturo, ki se nanaša na uporabo in šolanje službenih psov in zavzeli stališče, da bi za potrebe dela na terenu prišli najbolj v poštev službeni psi za splošno uporabo, ki bi bili dodatno šolani za iskanje prepovedanih drog ali eksploziva.
Zaradi slabega poznavanja področja dela s službenimi psi, predvsem vodstveni kader na območnih policijskih postajah vodnikom odreja naloge v katerih pogosto služben pes ni uporaben. Zaradi tega smo zavzeli stališče, da bi si vodniki tudi sami morali načrtovati delo glede na varnostne razmere, kjer bi ocenili, da je uporaba službenega psa smotrna. Vse zaposlene na policijski upravi, predvsem pa vodstveni kader, policiste in tiste, ki načrtuje operativno delo, bi morali seznaniti z programom po katerem so šolani službeni psi in z njihovo taktiko uporabe. Predlagali smo, da se v sklopu vadbe praktičnega postopka in samoobrambe vključi tudi vodnike, ki bi s službenimi psi aktivno sodelovali pri urjenju postopkov z drugimi policisti.
Prav tako smo proučili možnosti za boljši izkoristek sodobnih prostorov v Enoti vodnikov službenih psov na policijski upravi Murska Sobota in predlagali, da se v prostore enote namesti mobilno operativno skupino, ki trenutno nima na razpolago primernih delovnih prostorov.

In the time of austerity measures the police is also looking for ways to reduce the use of public finance and the highest possible usage of existing facilities, employees as well as material and technical means that are available. The police service dogs belong to the material and technical means. Currently at the Slovenian Police service dogs are divided into service dogs for general use and service dogs for special use. Service dogs for general use are mainly used for maintaining law and order, while service dogs for special use are used for detecting narcotic drugs and explosives. Because of this division service dogs for general use can not be used for detecting narcotic drugs and vice versa. This results in reduced possibilities for effective use of service dogs at field work.
Based on the study of the security situation and current needs on the field, we searched for ways of more efficient use of dog handlers employed at the Dog Handler Section of the Police Directorate Murska Sobota. For this reason we studied the professional literature related to using and training service dogs. We thus took up a point of view in which the most appropriate dogs at field work would be service dogs for general use, which would have passed additional training for detecting narcotic drugs and explosives.
Because of insufficient training on the field of working with service dogs, especially higher management staff at police directorates orders operations in which service dogs are often unserviceable. Because of this, we believe that dog handlers should partly plan their work on their own according to the security situation, where they would estimate if using a service dog is reasonable. All the employees at the police directorate, especially the higher management staff, police officers and those, who plan the operative work, would have to be acquainted with the training programme for service dogs and the tactics of their use. We suggested that dog handlers would be included in the training of practical procedures and self-defence, where they and their service dogs would take an active part in training procedures together with other police officers.
We also studied the possibilities for more effective usage of the contemporary spaces at the Dog Handler Section of the Police Directorate Murska Sobota. We thus suggested that the mobile operative team would be based here, since it currently does not have appropriate working spaces. |
