Abstract

Brezposelnost predstavlja pereč socialni in gospodarski problem, ki negativno vpliva na gospodarsko situacijo in družbeno blaginjo. Za mlade je značilno, da se po končanem šolanju s pomanjkanjem ključnih veščin in delovnih izkušenj srečujejo z oteženim vstopom na trg dela. Kot težje zaposljiva skupina se pogosto zaposlujejo zgolj na nestabilnih in začasnih delovnih mestih ali pa raje dalj časa ostajajo v izobraževalnem sistemu. Tako Nemčija kot Danska veljata za vzorna modela na področju trga dela, ki kljub slabi gospodarski situaciji ostajata eni izmed najuspešnejših evropskih držav v boju proti brezposelnosti mladih. Danska je s svojim modelom varne fleksibilnosti do izbruha globalne gospodarske krize veljala za zaposlitveni čudež. Ta skorajda edinstven model sestavljajo fleksibilna pravila odpuščanja in zaposlovanja, radodaren sistem socialne varnosti ter aktivna politika zaposlovanja. Nemčiji pa je uspelo preiti iz evropskega problema z naraščajočo strukturno in dolgotrajno brezposelnostjo do vzorne in vodilne države na področju trga dela. Nemški uspeh leži predvsem na obsežnih reformah na trgu dela, fleksibilnosti delovnega časa in uspešnemu izobraževalnemu sistemu, ki omogoča relativno gladek prehod iz izobraževanja v zaposlitev. Med ključne dejavnike brezposelnosti mladih štejemo strukturo gospodarstva in gospodarska gibanja, ki določajo povpraševanje po mladi delovni sili, demografsko strukturo, ki določa ponudbo po mladi delovni sili, politično in institucionalno ureditev ter izobraževalne sisteme, ki predstavljajo izhodišče za uspešen vstop mladih na trg dela. Kot temeljni izobraževalni sistem izpostavljamo dualni sistem poklicnega usposabljanja in izobraževanja.

Secondary title: ǂThe ǂdeterminants of youth unemployment in developed labour markets - the case of Germany and Denmark
Secondary abstract: Unemployment presents a serious social and economic problem, which has a negative impact on the current economic situation and general welfare. It is typical for young adults to struggle in finding employment after graduation, as they often lack key skills and work experience. As a relatively less employable demographic, young adult often take unsecure or temporary jobs or prefer postponing graduation. Germany and Denmark are considered to be shining examples concerning the labor market. Despite the current precarious economic situation, both countries are some of the most successful states in Europe when it comes to battling unemployment among young adults. Denmark’s model of safe flexibility was considered an employment miracle before the onset of the economic crisis. This almost unique model consists of flexible rules for employment and dismissals, a generous welfare system and an active and progressive attitude towards employment in general. Germany, on the other hand, succeeded in transforming itself from a Europe-wide problem, with growing structured, long-term unemployment to an exemplary employment powerhouse. Germany’s success lies predominantly with its extensive reforms concerning the labor market, flexible working hours and a successful educational system that enables smooth transition from student to employee. Key determinants for unemployment among adults are as follows: economic structure and trends that determine the demand for young workers, demographic structure that defines the supply of young workers, political and institutional regulations and educational systems that provide a good starting point for a successful entry into the labor market. This paper stresses the status of a dual system of vocational training and education as a fundamental educational system.
