Abstract
V diplomski nalogi smo obravnavali problem zaposlovanja invalidov. Osredotočili smo se na rizično skupino, ki je že v času gospodarske rasti težko dobila delo. Po opredelitvi pojma »invalid« in »delovni invalid« smo opredelili še zakone na področju zaposlovanja invalidov. Zakon o zaposlitveni rehabilitaciji in zaposlovanju invalidov je osrednji, ki je povečal število zaposlitev invalidov in omogočil njihovo bolj enakovredno udeležbo na trgu dela. Za spodbujanje zaposlovanja invalidov v Sloveniji so na podlagi tega zakona ustanovili tudi poseben sklad, ki podjetjem omogoča predvsem finančno pomoč. T. i. kvotni sistem iz tega zakona določa najmanjše število zaposlenih invalidov v podjetju. Invalidi se zaposlujejo v invalidskih in socialnih podjetjih. Invalidska podjetja prejemajo vrsto ugodnosti in spodbud pri zaposlovanju invalidov, kar velja tudi za socialna. Pri socialnih podjetjih moramo poudariti še posebno spodbudo za poslovodenje, s katero so upravičena do sofinanciranja usposabljanja in izobraževanja poslovodnih oseb. V praksi je za invalide značilno, da pogosto opravljajo slabša dela, ki so nezahtevna, monotona in seveda slabo plačana. V zaključku naloge smo zato poudarili njihovo bolj kvalitetno izobraževanje. Menimo namreč, da bi jim boljša izobrazba omogočila določen osebni napredek in razvoj, s katerim bi dobili bolj kvalitetno delo.

In the dissertation we analysed the problem of employment of disabled people. We focused on the critical group of disabled people that struggled get employed even in the economic growth. After defining the terms »disabled person« and »working disabled person«, we also defined the legislation on the area of employment of disabled people. The law about employment rehabilitation and employment of disabled people is the main law which increased employment of disabled people and enabled their more equal participation in the work market. To increase an employment of disabled people in Slovenia they established a special fund which helps companies with special financial support. So called quote system from the law also determines a bottom level of employed disabled people in the company. Disabled people get employed in the social enterprises based on the employment of disabled people. Such companies they get a special financial support and other benefits. In the social enterprises we have to emphasize the importance of a special incentive for management that are entitled for training and educating of people in management. In practice in most case the disabled people are doing monotonous, simple and low payed jobs. Therefore at the end of this dissertation we emphasized their better and more efficient education. We believe that their better and more efficient education would significally emprove their ability and competitiveness for high profile jobs. |
