Abstract

Pojem sovražnega govora izhaja iz anglosaškega sveta in temelji na prepričanju o manjvrednosti nekaterih ljudi, zaradi njihove pripadnosti določeni skupini. Sovražni govor je eden ključnih trenutkov v vzbujanju sovraštva do določenih skupin ljudi. Takšen govor je neizogibno povezan s predsodki, diskriminacijo in stereotipi. Je stalni spremljevalec človeške družbe, vedno večja prisotnost sovražnega govora v današnji družbi pa je posledica potrošniško in kapitalistično naravnane družbe. Na porast prisotnosti sovražnega govora vpliva tudi vedno večja uporaba medijev in svetovnega spleta. Sovražni govor je pravno reguliran na nacionalni ravni posameznih držav ter na mednarodni ravni. Pravni akti tako prepovedujejo javno spodbujanje ali razpihovanje sovraštva, spodbujanje k neenakopravnosti in nestrpnosti ter k nasilju in vojni. Pripadnost določeni skupini je določena glede na narodnost, versko, rasno ali etnično pripadnost, spol, premoženjsko stanje, izobrazbo, družbeni položaj, politično prepričanost, invalidnost, spolno usmerjenost, oziroma katerokoli drugo osebno okoliščino.

Secondary abstract: The concept of hate speech derives from the Anglo-Saxon world and is based on belief in the inferiority of certain people, because of their membership of a particular social group. Hate speech is the key moment in arousing hatred against certain groups. Such speech is inevitably linked to prejudice, discrimination and stereotyping. Hate speech is a constant companion of human society, its growing presence in today's society is the result of consumerism and capitalism. Enlarged presence of hate speech is also affected by increasing use of media and Internet. Hate speech is legally regulated at national and international level. Legislation prohibits incitement of hatred, inequality, intolerance, violence and war. It also identifies protected group by certain characteristics - nationality, religion, race, ethnicity, gender, financial status, education, social status, political belief, disability, sexual orientation, or by any other personal circumstances.
