Abstract

Diplomska naloga obravnava potek izvedbe javnega naročila na področju gradenj vse od identifikacije potrebe po investiciji s strani naročnika, pa do priprave ponudbe s strani ponudnika. Predstavljena je zakonodaja, ki ureja javno naročanje in podrobneje so analizirana določila, ki znatno vplivajo na določanje prodajne cene. Posebej je obravnavana ocenjena vrednost javnega naročila, ki jo naročnik lahko objavi na portalu javnih naročil. S pomočjo vprašalnika in s statistično analizo podatkov iz portala javnih naročil je analiziran vpliv objave ocenjene vrednosti na določanje prodajne cene s strani ponudnikov. Popis del je sestavni del razpisne dokumentacije in je osnova za kalkuliranje stroškov gradbenih del. Analizirana je sestava popisa del in evidentirane so pomanjkljivosti, ki vplivajo na kakovost popisa. Tradicionalna metoda kalkuliranja gradbenih del, ki je obravnavana v slovenski literaturi, sloni na popisu del. Izračun ponudbene cene izhaja iz izračuna stroškov po postavkah iz popisa. V diplomski nalogi je metoda predstavljena na primeru iz prakse. Na istem primeru je predstavljena tudi t.i. netradicionalna metoda, ki se v praksi pojavlja kot alternativa. Predstavljene so prednosti te metode in razlogi zakaj se v praksi iščejo alternative tradicionalnemu načinu gradbenih kalkulacij.

Secondary title: Public procurement in construction: Analysis of the process from tender documentation to the preparation of the offer
Secondary abstract: The thesis deals with the execution of a public tender in the field of construction. The analysis starts by the identification of the need for investment by the customer, and ends with the preparation of the offer by the bidder. It presents the legislation concerning public procurement, and it analyses in detail the provisions that have a significant impact on the determination of the selling price. The thesis specifically deals with the estimated value of the public tender that may be published on the procurement portal. A questionnaire and statistical analysis are used to verify the impact of published estimates on the act of fixing the prices by suppliers. Bill of quantities (BoQ) is an essential part of the tender documentation and the basis for costing of construction works. In the thesis, the composition of a bill of quantities is analyzed and the deficiencies that affect the quality of it are evidenced. The traditional method of construction cost estimation, presented in the Slovenian literature, is based on the bill of quantities. In this method the calculation of the tender price is based on calculation of cost for each item in the bill of quantities. In the thesis the method is presented on a case study. For the same case study the so-called non-traditional method is used as an alternative that is used in practice. In the conclusion the advantages of the non-traditional method are exposed, and consequently reasons are obtained, for why alternatives to the traditional way of construction cost estimation are used.
