Abstract
Invalidi so največja manjšina na svetu, saj jih je po podatkih Združenih narodov več kot 650 milijonov. Če upoštevamo še družinske skupnosti, v katerih živijo invalidi skupaj z družinski člani, pridemo do dejstva, da se skoraj ena četrtina celotnega svetovnega prebivalstva neposredno spoprijema z invalidnostjo.
Življenjska doba ljudi se podaljšuje, zato nas strokovnjaki opozarjajo, da se bo v naslednjih desetletjih število invalidov povečevalo in bo invalidnost v prihodnje pomembno družbeno vprašanje. Zato je tema Brezposelnost in zaposlovanje invalidov aktualna, še bolj bo v prihodnje.
V Sloveniji je približno 160.000 invalidov. Od tega je zaposlenih le 33.000. Invalidi so ranljiva skupina, ki ima v povprečju nižjo izobrazbo in se težje vključuje v družbo. Ukrepi države - preko aktivne politike zaposlovanja - igrajo pomembno vlogo pri usposabljanju in zaposlovanju invalidov. Brez tega bi bila verjetno brezposelnost invalidov v Sloveniji, in tudi na območju Celja, še mnogo večja.
Opisali smo zakonske temelje pri zaposlovanju invalidov, spodbude, ukrepe, rehabilitacijo in oblike zaposlitve za njihovo vključevanje na trg dela. Posebno pozornosti smo posvetili primerjavi med območjem Celja in Slovenijo. Z empirično raziskavo smo zastavili tri hipoteze in preverjali njihovo veljavnost.

Persons with disabilities are the major minority in the world according to United Nations data there are more than 650 millions of them. If we consider the families within which persons with disabilities live, we can conclude, that almost one quarter of worlds population is directly involved with invalidism.
Life expectancy is getting longer so many experts predict and warn us, that in the future decades we can expect a rise of numbers for people with disabilities. In the future invalidism will therefore be a significant social question. Unemployment and employment is very actual subject, and will be even more actual in the future.
There are approximately 160.000 disabled in Slovenia, of which only 33.000 are employed. People with disabilities are a vulnerable group, which on average has lower education degree and also involves in society more difficultly. Government measures with its active employment policy play an important role in training for work and employing. If these policies weren’t in place and active, the unemployment rate amongst disabled would be even greater. The same principle applies to Celje region.
We have presented regular forms of employment, incentives, measures, rehabilitation and other possibilities of integrating people with disabilities on Labour market in our country.
Special consideration was taken into account when comparing Celje region and Slovenia. With empirical study we made three hypothesis and checked their validity. |
