Povzetek

V specialističnem delu smo opisali invalide kot največjo manjšino na svetu, vendar pa se kljub temu še niso nikoli aktivno zavzemali za svoje pravice v družbi. Šele gibanja v zadnjih časih so ta trend nekoliko poskušala spremeniti, vendar v časih velike gospodarske in družbene krize nekako ne pridejo v ospredje. Specialistično delo je sestavljeno iz teoretičnega dela, v katerem najprej opišemo značilnosti in vrste invalidnosti, število takšnih oseb v Republiki Sloveniji in stopnjo brezposelnosti, možne rešitve za zmanjšanje le-te z aktivno politiko zaposlovanja v smislu uvajanja nekaterih predpisov, socialno politiko, možnosti poklicnega usposabljanja in poklicne rehabilitacije. V raziskovalnem pa predstavimo možnosti, kako bi invalidi sami lahko bolj aktivno krojili svojo usodo z morebitno ustanovitvijo svoje politične stranke in njeno izvolitvijo ter idejo, da bi se za pravice invalidov zavzemali invalidi sami, ki bi bili voljeni iz lastnih vrst. Opišem tudi politični program združenja Junijska lista, katerega so sestavljali tudi invalidi sami in ki je nastopila na volitvah v Državni zbor leta 2004, na katerih je prejela približno 1 % vseh glasov. Menimo, da bi lahko takšno politično združenje uspelo postati pomemben političen akter v družbi z uvedbo kvotnega sistema pri volitvah v Državni zbor za invalidne volilce, kakršen je že v veljavi za ženske. Uveljavitev poleg največjih strank v parlamentu tudi manjših strank. Ker večje stranke brez soglasja manjših stranke ne morejo same vladati, bi bilo poleg dveh članov narodnih skupnosti, ki imata že vnaprej zagotovljeno izvolitev, še vpeljava kvote najmanj dveh predstavnikov invalidov iz njihovih vrst-torej pravih invalidnih oseb in ne samo zdravih predstavnikov. Seveda pa bi morala biti ta dva člana prava predstavnika sredinske stranke, ki bi se zavzemala zgolj za pravičnost in pravo dobrobit vseh ljudi, tudi tistih z roba. Specialistično delo ima 119 strani, 21 diagramov, 8 slik in 27 tabel.

Sekundarni naslov: The disabled and their active participation in the political life of the Republic Slovenia
Sekundarni povzetek: Even though persons with disabilities constitute the largest minority in the world, they have never actively sought to fight for their social rights. Only recently have they sought to somewhat alter the trend by means of movements, which have, in a time of a severe economic and social crises, however, failed to be brought to the forefront. The specialist thesis is composed of a theoretical part that sets off by describing the properties and types of disabilities, the number of persons with disabilities in the Republic of Slovenia and the unemployment rate in their ranks, possible solutions that would seek to reduce it by means of an active employment policy within the meaning of introducing specific regulations, social policy, vocational training and rehabilitation. The second part presents the option of how persons with disabilities could be more actively in control of their destiny by possibly founding their own political party and having it elected as well as the idea that persons with disabilities would champion their own rights by being elected from their own ranks. The part also includes a description of the political programme of the June List Association composed also of persons with disabilities that contested the General Assembly elections in 2004 where it received 1 % of votes. We are of the opinion that such a political association could manage to become a relevant political actor in society by introducing a quota system pertaining to General Assembly elections for persons with disabilities, similar to the one already in force for the female population. That minor political parties become established in the Slovenian parliament in addition to the major ones. As major parties cannot govern without the consent of the minor parties, the solution would be to introduce a quota system for minimum two disabled representatives of persons with disabilities (instead of healthy representatives) that would resemble the quota system already in place for two representatives of the two national minorities in the National Assembly. Of course, persons with disabilities would need to be represented by representatives of a centre party that would promote justice and welfare of all citizens, including marginalised groups. The specialist thesis has 119 pages, 21 diagrams, 8 figures, and 27 tables.
