diplomsko delo visokošolskega strokovnega študija Organizacija in management kadrovskih in izobraževalnih procesov
Abstract
Zveza prijateljev mladine Slovenije deluje od leta 1953 ter danes združuje 112 društev in zvez prijateljev mladine po vsej Sloveniji. Ima status humanitarne in prostovoljske organizacije, vendar kljub dolgoletni tradiciji nikoli ni imela vzpostavljenega sistema vodenja kakovosti. Glede na status in področje delovanja organizacije smo ocenili, da je zanjo najprimernejši Standard kakovosti NVO (nevladnih organizacij).
V diplomskem delu smo predstavili splošen pomen kakovosti in pri tem poudarili kakovost v neprofitnem sektorju. Predstavili smo Standard kakovosti NVO ter zahteve, dokumentacijo in prednosti, ki jih organizacije pridobijo z uvedbo tega standarda. V nadaljevanju smo opisali postopek uvajanja standarda kakovosti in certificiranja. Na podlagi vprašalnika za samooceno smo med zaposlenimi izvedli anketo in pojasnili trenutno stanje oziroma usklajenost z zahtevami Standarda kakovosti NVO, ki bo podlaga za notranjo presojo in odločitev glede nadaljnjih ukrepov.
Vzpostavitev sistema kakovosti je dolgotrajen proces, zato sta najprej potrebna razmislek in odločitev vodstva, ali bi bila uvedba smiselna in uporabna. Organizacija namreč na izvedbeni ravni odlično funkcionira in je prepoznavna. Šibka točka so področja spremljanja in vrednotenja ter strateškega načrtovanja, ki jih bo treba za kvalitativni preskok in sistemsko večletno sofinanciranje programov izboljšati.

The Slovenian Association of Friends of Youth has been active since 1953. Today, it is comprised of 112 societies and associations throughout Slovenia. It holds the status of humanitarian and voluntary organisation. In spite of its long tradition, it has never had in place a quality management system. Based on the status and the areas of action, we determined the quality standard for the non-governmental organizations (NGO) to be the most appropriate standard for this organisation.
In the thesis, we stressed the overall importance of quality, with a special focus on quality in the non-profit sector. We presented the quality standard for the NGOs, as well as its requirements, documentation and advantages for the organisations that implement it. We then presented the processes of introduction of the quality standard and certification. A self-assessment questionnaire had been distributed among the employees. On the basis of the replies, we were able to describe the current situation, i.e. the compliance with the requirements of the quality standard for the NGOs, which will be the basis for internal evaluation and decision on further measures.
Introduction of the quality management system is a time consuming process, which requires consideration and management decision on its meaningfulness and usefulness. Despite the organisation running smoothly on the operational basis and being well recognized, weaknesses still exist on the level of monitoring, evaluation and strategic planning. These need to be improved in order to enhance quality and ensure long-term financing of the programmes. |
