Abstract
V diplomskem delu smo predstavili organizacijski model recikliranja odsluženih vozil v Republiki Sloveniji.
Osredotočili smo se predvsem na tri največje probleme. Prvi problem je premalo oddanih vozil v razgradnjo. Rešili smo ga tako, da bi zadnji lastnik vozila, ki bi pripeljal vozilo v razgradnjo znotraj sheme Ekomobil, dobil eko bon, ki bi ga unovčil pri nakupu novega avtomobila. Eko bon bi se financiral iz prodaje naftnih derivatov, in sicer bi za vsak prodan liter zaračunali dodatno en eko cent.
Drugi problem je vztrajno padanje prodaje vozil domačim kupcem in s tem staranje voznega parka. To smo rešili že delno posredno, saj bi eko boni povečali prodajo. Za pravi zagon prodaje bi v dogovoru s prodajalci in uvozniki le-ti ponudili dodatni popust za imetnike eko bona.
Tretji problem je evidenca odjavljenih vozil z izjavo o lokaciji vozila, ki je v realnosti popolnoma netočna. To smo rešili z uvedbo davka na odjavljena vozila. V določenem prehodnem obdobju bi lastniki vozil sami sporočili na upravni enoti, da vozila ni več na lokaciji. Po tem obdobju bi okoljski inšpektorji ukrepali.

The diploma thesis presents an organizational model of recycling End-of-Life Vehicles in the Republic of Slovenia.
Our main focus was on three major problems. Firstly, there are not enough vehicles discarded for dismantling. The problem was solved by our proposal that the last owners of the vehicle should discard their vehicles within the Ekomobil scheme and receive an eco token that could be cashed when purchasing a new vehicle. The eco token would be financed from petroleum derivate sales as for every litre sold an additional eco cent would be charged.
The second problem is a constant decrease in vehicles sales to domestic customers and therewith ageing of vehicle fleet. This problem has already been solved indirectly with the first solution, because eco tokens would increase the sales. For a sales start-up we suggest an agreement with sales companies and importers for an additional discount for eco token owners.
The third problem regards de-registered vehicles records with the vehicle location statements that are not in accordance with reality. The problem was solved by introducing tax on de-registered vehicles. There should be a transition period in which the owners have time to report to the administrative unit that the vehicle is not on the location anymore. After that period inspectors should act accordingly. |
