Abstract

Področje nadzora procesov graditve je zelo obsežno in tako kot proces graditve tudi zelo kompleksno področje. Zakonske določbe, ki se nanašajo na proces graditve predstavljo standardni zakonski okvir gradbenega projekta. Gradbeni projekti so izpostavljeni različnim tveganjem. Z namenom izboljšanja področje vodenja in upravljanja projektov se je razvila veda, ki se imenuje projektno vodenje. Glavna lastnost projektnega vodenja gradbenih projektov predstavlja analiziranje in obvladovanje tveganj nastanka negotovih oz nepričakovanih dogodkov, ki lahko predstavljajo oviro za doseganje zastavljenih ciljev projekta. Uspešen in učinkovit nadzor omogoča hitro odkrivanje možnih odstopanj od načrtovanega procesa graditve, ki jih povzročijo različni dogodki. Slednje pomeni, da je potrebno pri načrtovanju procesa graditve, v zgodnji fazi načrtovanja dovolj podrobno določiti in analizirati dejavnike, ki povzročijo tveganja nastanka negotovih dogodkov ter določiti posamezne preventivne aktivnosti. Različne kategorije nadzornih procesov spremljajo izvajanje gradbenega projekta ter nadzirajo ali se projekt izvaja po načrtovanem planu. V nalogi so obravnavane različne vrste nadzornih procesov vezanih na graditev objektov s posebnim poudarkom na zunanji nadzor, ki ga izvajajo državni inšpekcijski organi. Prepoznana je zahtevnost izvajanja tovrstnega nadzora v različnih fazah gradnje ter podana primerjava izvajanja med različnimi državami. V nalogi sem obravnavala orodja s katerimi bi lahko obvladovali ta izziv, pri čemer je bila preverjena uporaba standarda za opis procesov IDEF0. Z uporabo navedenega standarda smo pridobili izboljšani uvid v proces zunanjega državnega nadzora procesa gradnje in identificirali nekatere elemente procesov, ki trenutno omejujejo njegovo uspešnost in učinkovitost.

Secondary title: Efficiency and effectiveness supervision in the construction process
Secondary abstract: Construction process supervision is as broad and complex domain. Legal requirements defining a construction process represent a legal framework for any building project. Building projects are exposed to different risks. In order to improve managing of projects and relative risks a specific knowledge domain - project management was developed. Main task of the project management is analysis and control of uncertain events, which can affect the construction process and prevent successful accomplishment of project goals. Efficient and effective supervision enables rapid identification of possible deviations from planned construction process caused by different events. It is therefore necessary to define and analyse risk factors that can cause these unpredictable events in the early stages of construction planning process. The next step is definition of preventive activities, which should be implemented. Different categories of supervision activities follow the construction process and provide its regular validation relative to planning framework. In the thesis, different types of supervision activities were analysed, with specific focus on external supervision process performed by state inspection authorities. The complexity of external regulatory supervision process was demonstrated and comparison of approaches between different countries performed. In the thesis, a tool addressing this complexity was analysed, where IDEF0 process description standard was used. Using the this approach for the modelling of the state inspection of construction process we have obtained an improved insight into this complex activity and identified several process components that currently limit the efficiency and effectiveness of this service.
