Abstract

Diplomska naloga je namenjena spoznavanju organizacijskega policijskega sistema Slovenije in Italije. Uvodoma se seznanimo z zgodovinskim razvojem in delovanjem policije v obeh državah. V preteklosti so v Sloveniji prvotno delovali orožniki, kasneje ljudska milica, danes pa je to policija. Naloge in pooblastila policije so se v tem obdobju spreminjala skladno z zakoni, ki so v določenem obdobju veljali. Najvišji organ policije je generalna policijska uprava, v okviru katere delujejo različne službe, uprave, uradi in akademije. Njej sta podrejeni policijska uprava, ki pokriva določene regije, in policijska postaja. Posebno poglavje je namenjeno Finančni upravi Republike Slovenije, ki je sicer zadolžena za področje odmerjanja, obračunavanja, pobiranja davkov, a lahko priskoči na pomoč policiji, če ti potrebujejo pomoč pri varovanju. Posebno poglavje smo namenili še veljavni zakonodaji za delo policije. Italijanska policija je nastala že pred več kot stotimi leti. To so bili karabinjerji, ki imajo še danes enako pomembno vlogo pri varovanju države. Poleg njih se v Italiji srečamo še z državno policijo, ki je najvišji organ po hierarhični lestvici, nato je to še finančna straža, policija za varovanje kazensko-vzgojnih zavodov in gozdna straža. Finančna straža v Italiji ima dolgo tradicijo delovanja in status posebne policijske enote ter več pooblastil kot Finančna uprava Republike Slovenije. Italijanska policija deluje skladno s številnimi zakoni, ki veljajo za posamezna področja, zato smo v diplomski nalogi omenili le nekatere zakone.

Secondary abstract: An intention of this thesis is to learn about organisational police system of Slovenia and Italy. In the preface we are getting to know a historical development and functioning of police in both countries. In the past in Slovenia there was first gendarmery, then people`s militia, nowadays it is called police. Missions and powers of the police have changed in this period according to the laws, valid in certain period. The highest organ of the Police is General police administration (GPA), as a part of which operate various offices, administrations and academies. Suborditane to the GPA are police administration, covering certain regions, and police station. Special chapter is dedicated to Financial administration of Republic of Slovenia, otherwise in charge of assessment, calculation and collection of taxes, but it can also help police with security. We have dedicated a special chapter to valid legislation for police work. Italian police was eatablished more than hundred years ago. They were called carabineers, who still play an important role in protecting of the country. Besides them in Italy we also come across state police, the highest organ hierarchically, then comes financial guard, police for protection of criminal - educational institutions and forest guard. Financial guard has a long tradition of operating in Italy, a status of special police unit and more powers than Financial administration of Republic of Slovenia. Italian police operates according to many laws, standing for an individual area, that is why we only mentioned some of the laws in the thesis.
