Abstract

Če rečemo konj, se nam v mislih vedno prikaže velika, prijazna, močna žival z žametnim gobčkom in velikimi, svetlečimi, prijaznimi očmi. Če stegnemo roko, da bi ga pobožali po smrčku, smo malo prestrašeni, boječ se njegovih velikih, kvadratastih zob. Oklevamo tudi, da bi se mu preveč približali, v strahu da bi v napad nepričakovano dvignil prvi nogi. Do te plemenite živali vedno čutimo visoko stopnjo strahospoštovanja. In prav ta psihološki zadržek človeka do konja je že več kot 200 let uspešno uporabljen v policiji. Prvi zabeležen podatek o ustanovitvi konjeniške enote prihaja iz Velike Britanije, širom po svetu leta 1760. Enota je štela 8 konjenikov z nalogo preprečevanja napadov uličnih razbojnikov in njena učinkovitost je bila kmalu potrjena, v veliki meri tudi vsled samega psihološkega vpliva na potencialne kršitelje. Zaradi vidnih uspehov te prve policijske enote je v naslednjih 40-ih letih število policistov konjenikov naraslo kar na 50. (www.met.police.uk/mounted branch) Prav psihološki učinek moči je eden poglavitnejših atributov tudi slovenske policijske konjenice. Preventivna navzočnost policistov konjenikov na mestih, kjer običajno ni drugih policijskih patrulj, je preverjeno učinkovit faktor varnosti. Občani se ob njih počutijo bolj varne in običajno policistom konjenikom zaupajo bolj kot ostalim delom uniformirane policije, saj je občutek pripadnosti človeku, ki upravlja s to plemenito živaljo, bistveno večji od pripadnosti ostalim enotam uniformirane policije, ki že vizualno delujejo bolj represivno. Učinkovitost psihološkega vpliva konjenice pri policijskih akcijah na posameznika, skupino ljudi ali množico je izbran cilj proučevanja mojega diplomskega dela. Že sama pojavnost konjenika s trimetrske mobilne perspektive, ki nam jo ponudi dobro treniran policijski konj, je preverjeno psihološko orodje za učinkovit vpliv na ljudi in s tem učinkovito orodje policije pri zagotavljanju javnega reda in miru in prav to je poglavitni del moje raziskave. Skozi diplomsko delo bom psihološki učinek ter učinkovitost konjenice zaokrožila od razvoja in splošnih značilnosti konj s poudarkom na psiholoških in vedenjskih značilnostih, do učinkovitosti in metod dela konjenice, skozi pravno podlago za delo konjenice, preko psiholoških značilnosti množice ter učinkovitosti konjenice za neposredno delovanje na ljudi ter zaključila s praktično uporabo konjenice pri množičnih kršitvah javnega reda in miru z analizo primera množičnih protestov v Sloveniji konec leta 2012. Pri samem raziskovanju bo cilj tudi vprašanje kako poteka sprememba aktivnosti delovanja Posebne policijske enote (katere sestavni del je konjenica), da v varovanju protestnih množic ne bi prevladovala negativna čustva, jeza in s tem povečanje možnosti spopadov demonstrantov s policijo. Pri pripravi diplomskega dela je bila uporabljena metoda analize vsebine pisnih virov, ki določajo oziroma obravnavajo uporabo službenih konj za opravljanje nalog policije ter intervju s komandirjem Postaje konjeniške policije Ljubljana.

Secondary abstract: When we think of a horse, we think of a large, friendly and strong animal with a velvety muzzle and large, shiny and friendly eyes. But when we extend our hand to stroke its muzzle, we are a little scared of its large, square teeth. We also do not want to come too close to it, so it does not unexpectedly lift its front legs to attack. We still feel a large level of awe towards this noble animal. And exactly this psychological restraint people feel towards the horse has been successfully used by the police for more than 200 years. The first record on the establishment of a mounted police unit goes back to 1760 and comes from Great Britain. The unit counted eight horsemen appointed with the task of preventing attacks by robbers. The efficiency of the unit was soon confirmed, largely due to the psychological effect on potential offenders. The unit celebrated its visible success, so in the next 40 years the number of horsemen grew to 50 (www.met.police.uk/mounted branch). This psychological effect of power is one of the main attributes of the Slovenian mounted police unit. The preventive presence of policemen on horseback in places where there are generally no other police patrols, is a safety factor with a proven efficiency. Local people feel safer and usually trust the policemen on horseback more than other policemen, since the feeling of affinity towards a person “managing” this noble animal is significantly larger than the feeling of affinity towards other units of the uniformed police. The efficiency of the psychological effect of the mounted police in police missions on the individual, groups of people or crowd is also the purpose of the research of my diploma thesis. The presence of a policeman on horseback from a three-metre mobile perspective offered by a trained police horse is a proven psychological tool with an appropriate effect on people and thus an efficient tool for the provision of public order. And this is the main part of my research. In the diploma thesis, the psychological effect and efficiency of the mounted unit is discussed based on the development and general characteristics of horses with the emphasis on the psychological and behavioural characteristics, the efficiency and the methods of work of the mounted unit, the legal basis for the work of the mounted unit, the psychological characteristics of a crowd and the direct effect of the mounted unit on people and finally based on the practical use of the mounted unit in case of mass public order disturbances through the case analysis of the mass protests in Slovenia at the end of 2012. In this research I have also discussed the question of how the change of the police operation is carried out, mainly of the Special Police Unit (the mounted unit is part of it), so that during the protection of the protesting masses no negative feelings, anger and thereby the increase of the possibility for fights between the protestants and the police prevail. In the diploma thesis I have used the method of analysing the written sources which determine or discuss the use of horses for performing police tasks, as well as the statistical methods for the processing of the questionnaire data.
