The main purpose of the dissertation is the analysis and evaluation of the necessary investments into communal
infrastructure on the area of the municipality of Semic until 2017. The dissertation processes an area of drinking
water supplies and an area of separation and cleaning of the communal waste water.
With entering the EU, Slovenia accepted its legislation and legal regulations, and by doing so, it has an
obligation to meet the same, primarily at the area of environmental preservation. Through the dissertation we
discovered that the realisation of the enviromental legislation and meeting the required standards of provisions
demand, on the local level, large investments into the enviromental infrastructure.
For funding the investments you need the sources of funding. That is why the dissertation analyzes some
possible sources of funding like amortization, enviromental taxes, municipal contributions, compensation for the
use of building land, dedicated funding from state budget, EU funds and borrowing. We have concluded that the
largest source for investments represent foreign sources like EU funds and dedicated funds from state budget,
which present over 50% of the analyzed sources.
At the end of 2009 it was necessary to rearange a relation between the owners of the communal infrastructure
and a contractor of the communal services. According to the new communal service regulations the contractor
has to pay a rent for a use of the infrastructure to its owner-the municipality, which has to be at least equalto the
costs of amortization. That is covered with the price of communal services. This new arrangement of the
relations and the investments, that will be necessary, will undoubtly have for a consequence the raise of the
communal services' prices, of course at the expence of the users. |

Glavni namen diplomske naloge je analiza opremljenosti in ocena potrebnih vlaganj v komunalno infrastrukturo na območju Občine Semič do leta 2017. Diplomska naloga obravnava področje oskrbe s pitno vodo in področje odvajanja in čiščenja komunalnih odpadnih vod. Slovenija je z vstopom v EU prevzela njeno zakonodajo in pravne predpise, čemur neizbežno sledi obveza izpolnjevanja zahtev, predvsem iz zakonodaje na področju varstva okolja. Skozi diplomsko nalogo smo ugotovili, da uresničevanje okoljske zakonodaje ter izpolnjevanje predpisanih standardov oskrbe, zahteva na lokalni ravni ogromna vlaganja v okoljsko infrastrukturo. Za financiranje investicij so potrebni finančni viri, zato so v diplomski nalogi analizirani še nekateri možni viri za financiranje investicij, kot so amortizacija, okoljske dajatve, komunalni prispevek, nadomestilo za uporabo stavbnega zemljišča, namenska sredstva iz državnega proračuna, sredstva skladov EU ter zadolževanje. Ugotovili smo, da največji vir za investicije predstavljajo tuji viri, in sicer sredstva skladov EU ter namenska sredstva iz državnega proračuna, ki predstavljajo preko 50 % obravnavanih virov. Konec leta 2009 je bilo potrebno na novo urediti razmerja med lastnikom gospodarske javne infrastrukture in izvajalcem gospodarskih javnih služb. Po novem mora izvajalec javnih služb lastniku - občini plačevati najemnino za uporabo infrastrukture, ki mora biti najmanj v višini stroškov amortizacije. Ta se krije s prodajno ceno komunalnih storitev. Ta nova ureditev razmerij ter investicije, ki jih bo potrebno izvesti, bosta neizbežno imela za posledico dvig cen komunalnih storitev, seveda na breme uporabnikov teh storitev. |
