Povzetek
V današnji razvijajoči se družbi predstavljajo projekti naš vsakdan. Z njimi se srečujemo dnevno, pa naj bo to nakup novega avta, telefona ali izgradnja kanalizacije. Do nedavnega je za celotno državno administracijo, vključno z občinami, veljalo, da birokrati delujejo brezosebno, togo in nasploh neučinkovito.Magistrsko delo predstavlja projektni management, njegovo uvedbo v togo in pasivno administracijo ter uspešnost in učinkovitost njegove uporabe na primeru. Projekt je v magistrskem delu predstavljen kot zaključena celota med seboj povezanih in prepletenih aktivnosti s ciljno usmerjenim procesom. Je kot nekaj enkratnega in neponovljivega, z vedno novimi in neznanimi nalogami, po drugi strani pa je časovno omejen z določeno finančno konstrukcijo. Povezanost med projektom in managementom ponazarja projektni management. S projektom ustvarjamo, z managementom se projekte načrtuje. Načrtovanje zajema organiziranje, tehnike in sredstva za potek projekta, pri čimer je potrebna uporaba znanj, sposobnosti, orodij in metod za postopke projekta, da se lahko izpolnijo zastavljeni cilji. Primer izgradnje vrtca v Smledniku prikazuje, da lahko občine z uporabo projektnega managementa pri izvajanju svojih projektov z natančno usmerjenostjo k uporabnikom in dobrim vodenjem projekta povečajo svojo učinkovitost in uspešnost pri posameznih projektih. Naloge morajo reševati organizirano z uvajanjem novih delovnih metod ter novim načinom vodenja. S priporočili, ki jih navajam ob koncu magistrskega dela, želim občine spodbuditi, da pristopijo k uvajanju in razvoju projektnega managementa v svojih sredinah, saj menim, da je to ena izmed nujnih in potrebnih poti za boljšo in uspešnejšo realizacijo projektov na lokalni ravni.

In today's developing society projects are a part of our everyday lives. We are faced with projects on daily basis, whether it is about buying a new car, building a sewerage system or buying a new phone. Up until recently the country's administration system, including the municipalities, has been believed to have impersonal, rigid and in general inefficient bureaucrats. This master's thesis presents project management, its introduction into the rigid and passive administration, as well as the efficiency of its use in an example.The project in this master's thesis is presented as an integral whole of activities that are connected and intertwined among themselves, having a target focused process. It is also presented as something unique and one of a kind, always with new and unknown activities. It is time limited and has a fixed financial construction. The connection between the project and the management is depicted by the project management. We create with the project and plan projects with the management. Planning includes organising, techniques and means for making the project happen. For all the afore mentioned there is a need for using the knowledge, skills, tools and methods for project processes in order to achieve the set goals.The example of building a kindergarten in Smlednik shows that municipalities can increase their efficiency and successfulness at individual projects by using project management for carrying out their projects with a precise orientation towards the users and also with managing the project well. The tasks have to be carried out by introducing new methods of work in an organised way and also by introducing a new style of management. At the end of my master's thesis I list some recommendations with which I would like to encourage the municipalities to start introducing and developing project management within themselves since I think that this is one of the essential and necessary ways to better and more successful project realisation on the level of local communities. |
