Povzetek

Morje pokriva 70% zemeljske površine in je z razvojem plovbe postalo pomembna prometna povezava. Zaradi številnih nesreč, ki so se zgodile na morju, je postalo jasno, da obstoječa pravila ne zagotavljajo zadostne varnosti na morju. Najboljši način za izboljšanje varnosti je z razvijanjem mednarodnih predpisov, ki jim sledijo vse plovne države. Iz tega razloga je bila ustanovljena Mednarodna pomorska organizacija (IMO), kot specializirana pomorska agencija v okviru ZN. Njena naloga je s sodelovanjem spodbuditi varen, okolju prijazen, učinkovit in trajnosten ladijski promet. To bo doseženo s sprejetjem najvišjih izvedljivih standardov pomorske varnosti in zaščite, učinkovitostjo navigacije ter preprečevanjem in nadzorovanjem onesnaževanja z ladij in tudi z učinkovitim izvajanjem instrumentov IMO, z namenom njihove splošne in enotne uporabe. Že od začetka svoje ustanovitve je razvijala nove konvencije, ko so se pojavile potrebe in zagotavljala, da so obstoječi instrumenti v koraku s spremembami v pomorski tehnologiji. Varnost na morju je bila in ostaja še vedno najpomembnejša naloga organizacije, zaradi česar je na tem področju razvila številne konvencije. Najpomembnejša med njimi je Mednarodna konvencija o varstvu človeškega življenja na morju (SOLAS), ki je v diplomskem delu podrobno predstavljena. Predstavljeni pa sta tudi Mednarodna konvencija o standardih za usposabljanje, izdajanje spričeval in ladijsko stražarjenje pomorščakov (STCW) ter na kratko Mednarodna pravila o izogibanju trčenj na morjih (COLREGs). V diplomskem delu so zajete tudi značilnosti pomorskega mednarodnega prava ter pomembne informacije o organizaciji IMO.

Sekundarni povzetek: The sea covers 70% of the Earth's surface and has become an important transport link with the development of navigation. Due to numerous accidents that occurred at sea it has become clear, that existing regulations do not provide sufficient safety at sea. The best way to improve safety is by developing international regulations followed by all countries engaging in navigation. For this reason, the International Maritime Organization (IMO) was established as a specialized agency within the UN. Its mission is to promote safe, environmentally friendly, efficient and sustainable shipping through cooperation. This will be achieved through the adoption of the highest viable maritime safety and security standards, the effectiveness of navigations, the prevention and control of pollution from ships and the effective implementation of IMO instruments with the intention of their overall and uniform application. Since its establishment IMO has been developing new conventions when needs have emerged and ensuring that existing instruments are up to date with changes in marine technology. Safety of sea has been and still remains the most important task of the organization, which has led to the development of numerous conventions in this field. The most important among them is the International Convention for the Safety of Life at Sea (SOLAS), which is presented in detail in this bachelor thesis. The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and, in short, the Convention on the International Regulations for Preventing Collisions at Sea (COLREGs) are also presented. The bachelor thesis also covers the characteristics of maritime international law and important information of IMO.
