Povzetek
Običajnemu bralcu svet diplomacije, obveščevalnih služb in vohunjenja predstavlja polje tajnosti, kjer so skrivnosti skrbno varovane. Diplomacijo nestrokovna javnost dojema in razume kot dejavnost brez konkretnih učinkov, kot ceremonial, prestiž, ki deluje v "belih rokavicah".Obveščevalna dejavnost se povezuje z akcijo, polno napetosti in spletk, za kar je najbolj zaslužna filmska industrija. Vohunjenje se dojema kot aktivnost, ki odkriva varovane tajne in ima negativno konotacijo. Tako diplomacija kot obveščevalne službe so primarno namenjene delovanju v tujini in v povezavi s tujino, torej v mednarodni skupnosti. Popolnoma jasno je, da država kot suverena entiteta v sodobnem svetu nima možnosti preživetja, če se ne povezuje in ne sodeluje z ostalimi državami. Povezovanje in sodelovanje je bistveno odvisno od interesa posamezne države v mednarodni skupnosti, ki je v večini primerov ekonomski interes. Zgodovinsko gledano so se države razvijale in širile v imperije na podlagi osvajanj in podrejanj osvojenih ozemelj in ljudstev. Razvoj in širitev sta bila pogojena z uporabo sile in moči. Navedeno nas napeljuje na trditev, da kdor je močnejši in uporablja silo, je uspešnejši in vplivnejši. Uporabi sile smo priča tudi v današnjih časih in zdi se, da so posledice lahko katastrofalne. Prav diplomacija in obveščevalna dejavnost bistveno pripomoreta k reševanju in urejanju kompleksnih in zahtevnih mednarodnih odnosov oz. interesov ter izogibanju uporabi sile. V nalogi smo podrobno proučili obe dejavnosti;predvsem nas je zanimala potreba vohunjenja in prisotnost le-tega v diplomaciji in obveščevalnih službah. Informacije in s tem povezano znanje je ključnega pomena za uspešno delovanje vsakega posameznika in družbe kot celote. Za urejanje mednarodnih razmer in odnosov z drugimi državami, le-te potrebujejo podatke in informacije, ki rezultirajo v znanju, da lahko uspešno urejajo in uveljavljajo svoje interese v mednarodni skupnosti. Tudi državo kot skupnost posameznikov lahko obravnavamo na način, da potrebuje intimen prostor, ki ni na voljo drugim državam in ta prostor lahko poimenujemo, kot polje tajnosti. Logična posledica je radovednost ostalih po tem polju tajnosti, kar pa lahko rezultira v izvajanju aktivnosti, ki niso dovoljene.

To the usual reader, the world of diplomacy, intelligence services and espionage represents a field of secrecy, where secrets are carefully protected. The non-expert public perceives and understands diplomacy as an activity without concrete effects, as a ceremonial, prestige, which operates in "white gloves". Intelligence operations are being associated with action, full of intensity and plots, which can be mostly pinned on the movie industry. Espionage is being perceived as an activity, which uncovers secrets and has a negative connotation. Diplomacy as well as intelligence services are primary intended for operations abroad or in connection to foreign lands, namely the international community. It is perfectly clear, that the State as a sovereign entity, in the modern world has no possibilities for survival, if it does not form alliances or does not cooperate with other States. Integration and cooperation depend on the interest of individual States in the international community, which is mostly an economic interest. Historically speaking, States have developed and expanded into empires due to conquering and subordination of the conquered territories and peoples. The development and expansions were conditioned with the use of force and power. This leads us to the statements that the one, who is more powerful and uses force, is more successful and influential. Nowadays, we are also witnessing the use of force and it seems that the consequences can be catastrophic. Particularly diplomacy and intelligence activities significantly facilitate the resolution and management of complex and demanding international relations or interests and the prevention of the use of force. In the thesis, we thoroughly studied both activities. We were particularly interested in the need for espionage and its presence in diplomacy and intelligence services. Information and related knowledge are crucial for successful operations of each individual and the society as a whole. In order to manage international affairs and relations with other States, the later need data and information, which result in knowledge, which helps them to successfully manage and enforce their interests in the international community. Even the State as a community of individuals can be perceived in the way that it needs an intimate space, which is not available for other States, and this space can be called the field of secrecy. The logical consequence is curiosity ofothers about this field, which can result in prohibited activities. |
