This Master thesis deals with the close examination of draw-downs of non-refundable funds from the structural policy in the period 2004-2006. In doing so, we focused on the structure of policy in terms of developmental priorities, which are reflected in the SPD and the PDs. As a comparison, we also described the novelties of the reform, which are defined through the convergence of individual and financial instruments. Further on, we processed the role of the state and associated regulatory and supervisory function. In doing so, we took into account existing laws and regulations in this field, both at the national as well as at the European level. In a comprehensive analysis of the efficiency of utilization of the non-refundable funds in Slovenia in the programming period 2004-2006, we analyzed the use of resources in the new member states which joined the EU as full legal members on 1 May 2004. Given the achievement of development goals in the period 2007-2013, we processed Podravska region, and analyzed it in terms of readiness of local communities to integrate in the regional policy and its development projects. In doing so, we analyzed the performance of implemented applications on the acquired and completed projects for the previous period by executing the questionnaire that was sent to all 32 municipalities of Podravska region. In this project we focused on complaints regarding the rejected projects in the administrative procedure and in administrative litigation. In an administrative dispute, we statistically evaluated and analyzed data that we received from the Administrative Court, and actions to the European Court of First Instance and analyzed them in relation to the current legislation. In doing so, we established that Slovenia is statutory and regulatory well covered by the scope of financing of individual projects, and that it has established system of complaints and justice. At the national level it is on the decline exclusively in the imposition of final and definitive judgments. |
