Povzetek
Diplomsko delo opisuje, kdo so pomožni policisti v Republiki Sloveniji, kako poteka delo pomožnih policistov, za katere primere so vpoklicani. Kdaj ob naravnih in drugih nesrečah so največkrat vpoklicani, kako poteka njihovo usposabljanje ter katere so dejanske naloge, ki jih izvajajo na samem kraju nesreče. Zanimalo nas je tudi kakšne so njihove pravice in obveznosti in kakšni so pogoji za delo pomožnega policista ter kako poteka sodelovanje z drugimi službami ko dejansko privede do nesreče, na katero so vpoklicane vse intervencijske službe. Namen je bil pojasniti kakšno vlogo in pomen imajo pomožni policisti ob naravnih in drugih nesrečah ter ugotoviti kako pogosto je ta oblika sodelovanja v Slovenji sploh poznana. Zanimalo nas je tudi kako se delo pomožnih policistov razlikuje od redno zaposlenih policistov.
Pomožni policisti pogosto pomagajo ob naravnih in drugih nesrečah, kjer dobijo posebno vlogo kadar je treba nadomestiti redno zaposlene policiste, ki jih v tovrstnih nesrečah primanjkuje. V vseh nesrečah imajo enaka pooblastila kot aktivni policisti, razlika se kaže le v tem, da so na intervencijo vpoklicani le občasno, se pravi ob izrednih primerih, ko jih policija zares potrebuje.
Po pogovoru z dolgoletnim pomožnim policistom smo ugotovili, da je njihovo delo še kako koristno, saj so na intervencijo vpoklicani kar dvakrat mesečno. Največkrat za naravne nesreče kot so večji požari in poplave, druge nesreče pa predvsem migracijska kriza za katero so pomožni policisti vpoklicani največkrat, sledijo pa jim še nesreče kot so prometne in železniške za takšne primere so vpoklicani manjkrat le ob večjih izrednih izjemah.

This diploma describes auxiliary police officer institution in Slovenia, their work, incidents which require their cooperation, which natural disasters and other incidents require their cooperation most, how they are trained, and the actual duties they have. We were also interested in their rights and obligations, the working conditions, and cooperation with other departments during disasters or incidents involving other intervention services. Our purpose was to present the role and impact of auxiliary police officers in natural disasters and other incidents, and to determine how often this method of cooperation is used in Slovenia. We also wanted to learn how the work of auxiliary police officer differs from the work of a regular police officer.
Auxiliary police officers often cooperate in situations of natural disasters and other incidents, where they are given a special role by supplementing the number of regular police officers. The auxiliary police officer's powers are the same as that of regular police officers, except they are called into intervention occasionally, ie. in case of emergency situations, when the Police requires their support.
After interviewing a long-term auxiliary police officer, we have found that their work is very beneficial and that they are called into intervention twice per month, mostly for natural disasters, such as large fires or flooding, migration crisis, which currently predominates, and other traffic and railroad accidents. In the latter, auxiliary police officers are called in only for serious emergency situations. |
