Povzetek
Grožnje, ki jih povezujemo z jedrsko-radiološkimi, kemičnimi in biološkimi elementi, se v sodobnem času ne pojavljajo zgolj v obliki orožja ali kot bojni agens, temveč tudi v drugih nevojaških oblikah, predvsem v oblikah, ki jih neposredno ne povezujemo s takšnimi grožnjami. Te nevojaške oblike pa so vse bližje civilni družbi in navadnim ljudem, ki pa so zaradi tega lahko resno ogroženi. Jedrske elektrarne, radiološki elementi, kemična industrija in nalezljive bolezni so možne nevarnosti, proti katerim brez ustreznega načrta zaščite in reševanja, znanja, opreme in skupnega sodelovanja ne bomo uspešno delovali in zavarovali populacije. Z raziskovalno nalogo sem poskušal povezati te nevarnosti z načrtovanjem zaščite in reševanja v Republiki Sloveniji in to predstaviti v neki celostni obliki. Namen je, da predstavim te »hipotetične nevarnosti«, s katerimi se lahko spoprijema Republika Slovenija, da predstavim mehanizme zaščite in reševanja ter ljudi in enote, ki stojijo za tem. Jedrsko-radiološke, kemične in biološke nevarnosti so problematika za reševanje, kjer je potreben celotni državni aparat in vsa razpoložljiva sredstva, kajti borimo se proti nečemu, česar ne vidimo ali slišimo, ko pa to zaznamo, pa je najverjetneje že prepozno. Preventivno delovanje je na tem področju ključ do uspeha. Kljub temu pa je v Republiki Sloveniji, ki ima za grožnje s trenutnim vzorcem pojavljanja zadostno zaščito, potrebno storiti še veliko, da bo ta zaščita zadostovala tudi za večje grožnje. Treba pa je upoštevati dejstvo, da nikoli ne bomo mogli ljudi v celoti zaščititi in obvarovati pred jedrsko-radiološkimi, kemičnimi in biološkimi grožnjami.

The threats which we associate with nuclear-radiological, chemical and biological elements aren't only used as weapons or battle agents in modern times, but also in other non-military forms. Mostly in ways that we don't directly associate with threats. Non-military use of these elements is however getting closer and closer to the general public and everyday civilians, who could be under threat because of this. Nuclear plants, radiological elements, the chemical industry and infectious diseases are potential threats against which we have no appropriate plan of defence and rescue, knowledge or equipment. Without cooperation we won't be able to successfully protect the population. With this research paper I attempted to connect these dangers with planning for defences and rescue against such attacks in Slovenia and present this subject in a wider scope. Its purpose is, to present these "hypothetical dangers" with which Slovenia could be confronted, to present our mechanisms of defence and rescue along with the people and units that make them work. Nuclear-radiological, chemical and biological dangers are a problem which would require all available resources, because we are fighting against something, which we cannot see or hear and by the time we can detect it, it's probably too late. Preventive action in this field is the key to success. Slovenia currently has enough defence against current trends of threats, however much more must be done for us to be able to defend ourselves against larger threats. We must keep in mind that, we will never be able to rescue and protect everyone from nuclear-radiological, chemical and biological threats. |
