Povzetek
Projektno financiranje gradnje ter kriteriji, na katere se opirajo banke pri odobritvi posojila, so ključno vprašanje tega dela in eno od bistvenih vprašanj, na katera mora biti investitor pripravljen v procesu gradnje stanovanjske nepremičnine. V ta namen smo izvedli anketno raziskavo med bančnimi uslužbenci, ki poleg študije primera, pregleda zakonodaje in relevantne literature predstavlja metodološko jedro tega magistrskega dela. S pomočjo raziskave smo preverili, kateri so ključni dejavniki, ki jih banke analizirajo ob odobritvi posojila za projekt. S prvo hipotezo testiramo pomen lastne udeležbe investitorja pri financiranju, druga hipoteza pa preverja vpliv lokacije na odločitev banke o financiranju. Ugotavljamo, da so lastna sredstva eden izmed ključnih faktorjev v odločitvenih procesih slovenskih bank, enako velja tudi za lokacijo nepremičnine. Poleg analize različnih parametrov kreditnega tveganja smo skušali identificirati tudi vlogo projektnega managementa pri procesu odobritve financiranja. Za celostno podobo dobrega projektnega vodenja pa mora investitor poznati celotno zakonodajno področje. Zanimalo nas je tudi, ali bančni pogoji kreditiranja pomagajo pri razločevanju dobrih projektov od slabih. Raziskava v okviru ankete bančnih uslužbencev predstavlja izvirni doprinos k znanosti, ker prikaže prakse projektnega financiranja nepremičnin na slovenskem bančnem trgu. Te empirične ugotovitve se lahko uporabi za primerjavo z drugimi državami in s predpostavkami različnih ekonomskih teorij, kar je bilo deloma narejeno že v tem delu.

The master's thesis deals with the topic of project management of resocialization of prisoners in the Koper prison, obtaining NPK assistant chef and presentation of the comparison of the use of project management processes in the institutional environment of programs in the market of educational service outside. The master's thesis presents the possibilities for additional use of existing premises, equipment and staff within the ZPKZ for educational purpose in a specific case of the procedure obtaining the NPK Assistant Chef. The research provides answers to the research question, whether project management processes of educational programs in prison differ from similar processes outside them. The task presents in detail the spatial, technical and personnel possibilities of ZPKZ Koper for the organization and implementation of the project of training and certification of prisoners for the acquisition of National Professional Qualifications (NPK). In order to achieve the set goals, the analytical method and interpretation, the comparative and synthetic method, and the inductive and deductive approach are used. Based on the assumption that education, which by law the Institute is obliged to provide to as many persons as possible whiting its capabilities, the topic of using capacities, funds and existing staff to implement various education programs is relevant and necessary to ensure them. The biggest limitation for implementing educational programmes in prisoner the special security measures that apply whiting the institution: restriction of the use of telecommunication devices, simultaneous presence of individual persons in the same room, introduction of equipment and raw materials needed for programs and coordination with other activities of prisoners within the agenda ZPKZKP. |
