Povzetek
Organizacije dandanes še vedno posvečajo premalo pozornosti planiranju svojega razvoja. Večina njih planira razvoj novega izdelka ali novega oddelka a planiranje razvoja še vedno ostaja zapostavljeno. Še posebej zanemarjajo planiranje razvoja zavodi, ki so ustanovljeni s strani države in njihov cilj ni ustvarjanje dobička. Ti dve dejstvi jim dajeta finančno udobje, kar vodje izkoristijo v svoj prid in se udobno namestijo na svoje položaje. Ne namenjajo pozornosti razvoju in tako večina zavodov skozi mnogo let stagnira na ustanovitveni ravni. S tem škodujejo sebi in družbi.
V današnjih turbolentnih časih in strogo kapitalistični družbi, neaktivne organizacije ne preživijo. Uspejo samo dinamične organizacije, medtem ko neaktivne organizacije propadajo. Potrebno je aktivno poslovanje in razvojno planiranje vseh organizacij, prav tako tudi zavodov.
V teoretičnem delu naloge smo raziskovali vse vidike razvojnega planiranja. Primerjali smo različne modele strateškega in integralnega managamenta in ugotavljali primernost le teh za planiranje razvoja zavodov. Prav tako smo proučevali obliko organizacije javni zavod, ki je predmet naše raziskave.
V praktičnem delu smo planirali razvoj javnega zavoda Skupnost zdravstvenih zavodov Murska Sobota (v nadaljevanju SZZ MS) in sicer na ravni politike podjetja in na ravni strateškega managementa.
Za raziskavo planiranja razvoja zavoda smo med proučevanimi modeli izbrali MER-ov model integralnega managementa. Ugotovili smo, da gre za model, ki je primerno kompleksen ter za uporabo zelo praktičen in med ostalimi modeli tudi najprimernejši model za planiranje razvoja v javnih zavodih.
S pomočjo MER-ovega modela smo v magistrski nalogi planirali razvoj zavoda na ravni politike podjetja in sicer za 5 letno plansko obdobje. V okviru politike podjetja smo razvojno planirali vizijo, poslanstvo, smotre in temeljne cilje zavoda. Prav tako smo za plansko obdobje petih let v okviru MER-ovega modela planirali razvojne strategije te strategije ovrednotili ter na koncu izdelali program razvoja zavoda SZZ MS.

Organizations today are giving to little atention on planning their developement. Most of them are planning a developement of a new product or a new department but a developement of the whole organization is stil neglected. The majority in organizations, which do not plan their developement are public institutions, which are created by the government and which goal is not making profit. Those two facts are giving them financial comfort whic are abusing the managers. The managers are not paying attention in planning a better future of an organization and so most of the public institutions stays the same as they were when created. With those facts they are harming themselves and the whole suciety.
In todays rapidly changing environment and capitalistic society, unactive organizations do not survive. An active bussines atitude and developement planning is neaded in all organizatons aspecialy in public institutions.
The theoretical part of this thesis focuses on all the aspects of developement planning. We compare different models of strategic and integral management and examened which of those models in most suitable for developement planning in our case. We also examened diferent forms of organizations, aspecialy public institution, which is an object of our reaserch.
In the applied part of the thesis we planned the developement of public institution Skupnost zdravstvenih zavodov Murska Sobota on the basis of public institution policy and strategic management.
During the examinetion of strategic and integral management models we chose to use MER model of integral management. This model have the perfect complexity and it is very practical to use for developement planning. It is also most suitable for developement planning in public institutions.
With the help of MER model, we conducted a developement planning on basis of organizations policy for a future five years. On institutions policy level, we planned all the aspects of the policy with a vision incorporated into it. With this model we also planned developement strategies, evaluated them and planned a developement program for SZZ MS. |
