Povzetek
Zagotavljanje varnosti edinega slovenskega tovornega pristanišča Luka Koper d.d., ki mu je zaradi geostrateške lege omogočeno uspešno povezovanje mednarodnega pomorskega prometa z mednarodnim železniškim in tovornim prometom in je zaradi tega eden najpomembnejših gospodarskih subjektov v regiji in državi, je zelo zahtevna in kompleksna naloga. S pomembnostjo tako velikih gospodarskih subjektov se pokaže tudi druga plat medalje, in sicer grožnje in tveganja, s pojavom katerih bi bila lahko ogrožena nemoteno delovanje in nadaljnji razvoj gospodarskega subjekta, kot tudi problemi pri uspešnem zagotavljanju varnosti, saj je v ta proces vključenih več različnih subjektov z različnimi zakonskimi pooblastili. Za izvajanje glavne storitvene dejavnosti pristanišča kot povezave med morjem in kopnim, torej pretovora blaga med ladijskimi in kopenskimi transportnimi sredstvi, so potrebni posebni varnostni pristopi, saj mora biti poleg kopenskega dela zagotovljena tudi varnost morskega dela, imenovanega pristaniški akvatorij. Zaradi tega dejstva pristanišče ni podvrženo samo klasičnim in sodobnim, temveč tudi pomorskim grožnjam in tveganjem, za katera je v prvi vrsti pristojna varnostna služba Luke Koper d.d., ki ji s skromnim naborom zakonitih ukrepov za zdaj še uspeva obvladovanje in zoperstavljanje le-tem. Pri zagotavljanju varnosti ji je v veliko pomoč sodobna tehnologija, ki pa je po drugi plati zaradi izredno hitrega razvoja izpostavljena novim, sodobnim tveganjem in s tem novim izzivom, s katerimi je ali bo morala biti soočena. Ravno zaradi sodobnih groženj bo potrebno veliko dela v smeri posodabljanja zakonskih predpisov za ureditev, opredelitev in podajanje smernic za zagotavljanje varnosti pristanišča, saj v trenutni zakonodaji ni ustreznih pravnih podlag za sektor zasebnega varovanja pri uporabi sodobnih tehnologij za zagotavljanje varnosti pristanišča. Z anonimno anketo, ki je bila izvedena med pripadniki subjektov, udeleženih pri zagotavljanju varnosti koprskega pristanišča, je bilo ugotovljeno, da se relativno izkušen kader zaveda sodobnih groženj in tveganj ter da mu je pri delu v veliko pomoč sodobna tehnologija v tem smislu, da brez njene uporabe varnost ne bi mogla biti ustrezno zagotovljena; potrjene so bile ugotovitve teoretičnega dela, s čimer je bila potrjena hipoteza 1, da bi uvedba sodobne tehnologije pomembno prispevala k izboljšanju učinkovitega varovanja koprskega pristanišča, in ovržena hipoteza 2, saj sektor zasebnega varovanja s strani države nima zagotovljenih ustreznih pravnih podlag za uporabo sodobne tehnologije pri varovanju pristanišča.

Use of modern tecnology for security enhancement in the port of koper |

Ensuring the security of Slovenia's only cargo port, the Port of Koper, successfully connecting international maritime transport with international rail and freight transport because of its geostrategic position, making it one of the most important economic entities in the region and country, is a very demanding and complex task. The importance of such large economic entities is subject to another aspect: namely threats and risks that could jeopardize the undisturbed operation and further development of these economic entities, as well as problems in successfully ensuring security as several different entities are involved in this process with different statutory powers. Due to the specific location of the port, connecting the sea and the land in order to carry out the main service activity, the transhipment of goods between maritime and land transport, special security approaches are needed as it is necessary to ensure safety both on land and in the port waters. Therefore, the port is subject not only to classical and modern threats but also to maritime threats and risks which are managed primarily by the Port of Koper’s security service and are difficult to oppose with a modest set of legal measures but are for now still being successfully controlled and opposed. Fortunately, modern technology is of great help in the task of ensuring security but on the other hand, due to extremely rapid development, new, modern risks and thus new challenges are brought that are already being faced or will have to be faced. Precisely because of modern threats, much work will be needed to update the legal regulations for regulating, defining and providing guidelines for ensuring port security as an adequate legal basis for the private security sector to use modern technologies for port security is not provided in the current legislation. Through an anonymous survey conducted among members of the entities involved in ensuring the security of the Port of Koper, it was found that relatively experienced staff is aware of modern threats and risks and that modern technology is of great help to them in their work, to such an extent that without its use it would be impossible to provide normal security measures. The findings of the theoretical work were also confirmed. Hypothesis 1 was confirmed in that the introduction of modern technology would significantly contribute to improving the effective security of the Port of Koper and Hypothesis 2 was rejected as the state does not provide the private security sector with an adequate legal basis for the use of modern technology in port security. |
