Povzetek
Izguba sluha je nevidna invalidnost, s katero se spopada okoli 5 % svetovne populacije. Tudi gluhi in naglušni, ki so umeščeni med osebe z izgubo sluha, stopajo v stik s policijo v najrazličnejših vlogah. Ti se lahko znajdejo v vlogi žrtve, priče ali storilca kaznivega dejanja, največkrat pa v stik s policijo prihajajo v cestnem prometu. Ob stiku policista in osebe z izgubo sluha največjo težavo predstavlja komunikacija, saj gluhi praviloma komunicirajo v znakovnem jeziku, naglušni pa praviloma poslušajo in berejo z ustnic. V teoretičnem delu so opredeljeni osnovni pojmi, ki so potrebni za razumevanje obravnavane tematike. Predstavljene so tudi različne oblike komuniciranja gluhih in naglušnih oseb, saj je komunikacija njihova največja ovira. Pregled literature je podrobneje razkril problematiko policijske obravnave gluhih in naglušnih oseb. Gluhi in naglušni imajo zaradi svoje invalidnosti večjo možnost, da postanejo žrtve nekaterih kaznivih dejanj, zato je v diplomski nalogi predstavljeno, s katerimi kaznivimi dejanji se najpogosteje srečujejo in kako pogosto. V nadaljevanju nas je zanimalo, kako je poskrbljeno za varnost gluhih in naglušnih v cestnem prometu. Ker je na cesti in drugje v nujnih primerih potrebna pomoč interventnih služb, je predstavljeno, katere so prilagojene možnosti klica na 112 in 113. V empiričnem delu je bil za potrebe preverjanja hipotez pripravljen anketni vprašalnik, namenjen izključno gluhim in naglušnim anketirancem, za boljše razumevanje problematike. Za še bolj poglobljeno razumevanje problematike je bil opravljen polstrukturiran intervju s sekretarjem Zveze društev gluhih in naglušnih Slovenije, s čimer so se porodila nova vprašanja in odprle možnosti nadaljnjega raziskovanja. Za konec je podanih nekaj predlogov za izboljšanje trenutne situacije, predvsem v prometu.

Status of Deaf and Hard of Hearing in Contacts with the Police |

Hearing loss is an invisible disability which affects about 5 % of world's population. Even the deaf and hard of hearing, who are placed among people with hearing loss, get in touch with the police in a variety of roles. They may find themselves in the role of a victim, a witness, or perpetrator of a crime. Most frequent contacts between police and person with hearing loss are in road traffic. In these contacts, communication presents the biggest problem, as deaf people usually communicate in sign language, while hard of hearing usually listen and read from the lips. Basic concepts are defined in the theoretical part, for the purpose of understanding the topic. Different forms of communication, used by deaf and hard of hearing are also presented, as communication in their main obstacle. A review of the literature revealed in more detail the issue of police treatment of deaf and hard of hearing people. Due to their disability, they are more likely to become victims of certain crimes, so the thesis presents which crimes they face the most. Next, we were interested in how the safety of the deaf and hard of hearing in road traffic is taken care of. As the help of emergency services is needed on the road and elsewhere in emergencies, it is presented what adapted call options on 112 and 113 they have. In the empirical part of the thesis, a survey questionnaire was prepared exclusively for deaf and hard of hearing respondents, for the purpose of testing hypotheses and for a better understanding of the issues. For an even deeper understanding, a semi-structured interview was conducted with the Secretary of the Association of Deaf and Hard of Hearing Associations of Slovenia, which gave rise to new questions and opened the possibility of further research. Finally, we presented some suggestions for improving the current situation mainly for the contacts in the road traffic. |
