Povzetek
Zapori so ustanove, v katerih so nameščeni obsojenci, ki so obsojeni na zaporno kazen. Ko govorimo o zaporni kazni, gre za kazen, ki obstaja že dolgo. Včasih je kaznovanje potekalo na različne, manj humane načine, od bičanja, sežiganja, obešanja in podobno do današnje kaznovalne politike, ki je doživela velik preobrat. V diplomski nalogi smo se osredotočali na prostorsko stisko v zaporih, ki je še danes aktualen globalen problem. Vse kaže na to, da se tako resen problem ni prav veliko spremenil čez leta. Tako drugod, kot tudi v Sloveniji je v zavodih za prestajanje kazni zapora velik problem, prezasedenost oziroma prenatrpanost zaporov, neustrezni bivalni pogoji, pomanjkanje zaporskega osebja, omejene pravice zapornikov in pripornikov ter neustrezna zgradba zavoda za prestajanje kazni zapora. V Sloveniji imamo šest zavodov za prestajanje kazni zapora, ki smo jih na kratko tudi opisali. Globalna prenatrpanost zaporov predstavlja tako za zaprte osebe kot tudi za osebje, zaposleno v zaporih pomemben izziv, saj vpliva na neustrezno spoštovanje temeljnih pravic, prikrajša zapornikom možnost določenih ugodnosti, predstavlja tudi izziv za zdravje, razpoloženje ter negativno vpliva na duševno zdravje oseb, ki bivajo v zavodih. Tudi upraviteljem zapora prinaša prostorska stiska v zaporih, slabše in težje obvladljive izzive na področju varnosti, upoštevanja humanih pogojev in standardov. S preprečitvijo prenatrpanosti lahko dosežemo boljše vzdušje v zaporu, ustrezne bivalne pogoje ter boljše delovanje celotnega zaporskega sistema. Tudi zapornikom bi bilo zagotovljeno opravljanje raznih rekreacijskih dejavnosti v dodatnih prostorih ter možnost obiskov in še kaj več. Ključna rešitev za boljše pogoje v zaporih je prenova in izgradnja zaporov, bolj natančno v slovenskem prostoru govorimo o prenovi ženskega zapora na Igu ter izgradnji novega moškega zapora v Dobrunjah.

The overcrowding of prisons |

Prisons are institutions, where offenders are housed. While talking about imprisonment, it's a fact, that this kind of punishment has existed for a long time and took place on a less human way, from flogging, burning, hanging to today's punitive policy, which has undergone a huge reversal.
In my diploma we focus on the lack of space in prisons, which is still a current global problem. We figured that such a serious problem hasn't changed much over the years. Elsewhere, as well as in Slovenia, there are problems affecting prisons, like overcrowding, inadequate living conditions, lack of prison staff, limited rights of prisoners and detainees and inadequate prison facilities. In Slovenia, we have six prisons, which we have also described. Global prison overcrowding is an important challenge for both inmates themselves and prison staff, as it prevents fundamental rights from being respected, it also deprives deviants of certains benefits, it's also affect health, the mood of the inmates and it negatively affects the mental health of those behind bars. It also brings space constraints to prison managers, poorer and more difficult management and it also challenges the field of security and compliance with humane conditions and standards. By preventing overcrowding, we can surely achieve a better prison spirit, adequate living conditions in prisons and it can provide better functioning of the entire prison system. Prisoners would also be provided with various recreational activities in additional premises, as well as the possibility of visits and a lot more to come. The key to better conditions in prisons is definitely the renovation and construction of prisons, more precisely in Slovenia it is the renovation of the women's prison in Ig and the construction of a new men's prison in Dobrunje. |
