Sekundarni povzetek: | The author develops an idea that potential information-communication technologies (ICT) in political and civil society space are not completely applicable if this space is designed only according to the concept of representative democracy. Within the latter ICT are used only for mediating on-line information and carrying out services by possibility of individual communication (electronic mail). Other concepts of democracy, known from European history, also create mental and institutional frames only for a limited understanding and not for a perfect application of technical potentials of ICT. In a contrast to Van Dijk, the author follows Held's concept of democratic autonomy, which enables the apply all ICT potentials. |
