Povzetek
Danes je vloga informatike v večini podjetij ključna, kar dokazujejo tudi ostale raziskave. Vloga informatike je danes usmerjena v ustvarjanje dodane poslovne vrednosti, kar podjetjem omogoča diferenciacijo, konkurenčno prednost in nenazadnje njihov dolgoročen obstoj. Ključ uspešne uporabe informatike v podjetju je v njenem upravljanju. Učinkovito upravljanje zagotavlja usklajenost informatike z ostalimi deli podjetja, kar omogoča ustvarjanje dodane (poslovne) vrednosti iz naslova vlaganj v informatiko. Učinkovito upravljanje tako pripomore k večanju vrednosti podjetja, višanju produktivnosti in zmanjšanju tveganj in je dandanes uveljavljen ter nujen sistem vsakega podjetja.
Čeprav je upravljanje informatike (UI) predmet mnogih obravnav, je še vedno slabo razumljeno področje. Prisotnost UI v okviru upravljanja podjetij je slabo zastopana, prav tako je uporaba sistemov in modelov UI na zelo nizkem nivoju. Trenutni modeli UI so generični in namenjeni velikim podjetjem, ki niso enostavno prenosljivi v srednje velika podjetja. Iz literature izhaja, da le ta nujno potrebujejo učinkovite sisteme UI.
Disertacija izhaja iz teze, da je na osnovi celovite opredelitve UI ob upoštevanju sistemov UI, uporabniških potreb ter izkušenj dosedanjega uvajanja UI, možen razvoj modela UI, katerega uvedba in uporaba temelji na situacijski teoriji in bo bolj koristna za uvedbo v srednje velika podjetja od trenutnih generičnih modelov UI. V disertaciji izhajamo iz problema v praksi in problemov zaznanih v literaturi. Cilj disertacije je razvoj prilagodljivega modela strateškega UI, s katerim želimo izpolniti vrzel tako v praksi, kot v literaturi. V disertaciji smo se omejili na strateški nivo, kjer je v literaturi in v praksi zaznana največja vrzel. Raziskava temelji na študiji primerov šestih podjetij, v kateri so sodelovali nadzorniki, vrhnji management ter izvršni management na poslovni strani in na strani informatike, ki jih v disertaciji prištevamo k strateškemu nivoju v podjetju.
Razvoj modela strateškega UI temelji na metodologiji razvoja organizacijskega artefakta, ki ima svoje temelje v študiju literature. S pomočjo teorije upravljanja in managementa smo opredelili UI v okviru upravljanja podjetij. Za opredelitev ključnih področij je uporabljenih več aktualnih teorij v povezavi s situacijsko teorijo in ogrodjem tehnologija-organizacija-okolje. Pred samo izvedbo empirične raziskave smo izvedli teoretično evalvacijo modela, ki temelji na najpogosteje uporabljenih modelih v literaturi.
Empirična evalvacija modela z razvojem prilagodljivega modela strateškega UI, temelji na študiji primerov, kjer je UI konceptualizirano kot uvajanje postopne administrativne inovacije. Rezultat kvalitativne raziskave, ki je bila izvedena v obliki delno strukturiranih intervjujev s sedemindvajsetimi (27) intervjuvanci iz šestih podjetij zavarovalno finančne panoge v JV Evropi, nas pripelje do končnega prilagodljivega modela strateškega UI z analizo posameznih mehanizmov in situacijskih dejavnikov, ki imajo neposreden in posreden vpliv na UI. V raziskavi smo rezultate študije generalizirali na osnovi replikacije skladno z metodologijo študije primera.
S samo raziskavo smo potrdili, da je model, ki temelji na situacijskem pristopu in situacijski teoriji, bolj koristen od dosedanjih načinov uvajanja mehanizmov UI, kar so potrdili vsi intervjuvanci. Prilagodljiv model strateškega UI sestavljajo obvezni mehanizmi, ki jih vse interesne skupine vidijo kot nujne in potrebne in predstavljajo osnovo UI v podjetju. Prilagodljivost modela temelji na situacijskih mehanizmih, s katerimi zmanjšujemo situacijska tveganja, ki izhajajo iz tveganj posameznih smeri vpliva situacijskih dejavnikov. Situacijski mehanizmi predstavljajo nabor mehanizmov, katerih implementacija oz. prilagajanje služi kot odgovor na različne situacije oz. potrebe podjetja, ki so neposredno povezani z močjo smeri vpliva situacijskih dejavnikov in imajo posreden oz. neposreden vpliv na UI.

The role of information technology (IT) is critical in most businesses today, as other research shows. Today's IT part focuses on creating business value that enables enterprises to differentiate themselves, build competitive advantage, and ultimately secure their long-term existence. The key to the successful use of IT in an organization lies in its management. Effective management ensures the harmonization of IT with other parts of the organization, enabling the creation of (business) value through investment in IT. Effective management thus helps to increase the value of the company, increase productivity and reduce risks and is now an established and crucial system of any company.
Although IT governance (ITG) is much discussed among researchers and practitioners, this area remains poorly understood. ITG is underrepresented in corporate governance and the use of ITG systems and models is insufficient. Current ITG models are generic and designed for large enterprises, which cannot be easily transferred to medium-sized enterprises. Literature indicates that these companies are in urgent need of effective ITG models.
The dissertation is based on the proposition that based on a comprehensive definition of ITG, taking into account ITG models, user needs, and experiences from previous ITG implementations, it is possible to develop an ITG model whose implementation and application is based on contingency theory and that will be more useful than the existing generic ITG models. In the dissertation, we start from the problem in practice and the problems perceived in the literature. The dissertation aims to develop an adaptive strategic ITG model that we will use to fill the gap in both practice and literature. In the dissertation, we limit ourselves to the strategic level, where the largest gap is found in the literature and in practice. The research is based on a case study in six companies involving supervisors, top management, and senior management on the corporate side and on the IT side, which in the dissertation is attributed to the strategic level in the enterprise.
The development of the strategic ITG model is based on the research methodology of Design Science, which has its foundations in the study of literature. Using agency theory, we have defined ITG within corporate governance. Several current theories related to contingency theory and the technology-organization-environment framework were used to identify critical areas. Prior to conducting the empirical investigation, we conducted a theoretical evaluation of the model based on the most used models in the literature.
The empirical evaluation of the model with the development of an adaptive strategic ITG model is based on a case study in which ITG is conceptualized as the implementation of incremental administrative innovations. The result of the qualitative research conducted in semi-structured interviews with twenty-seven (27) respondents from six insurance companies in SE Europe leads us to the final adaptive model of strategic ITG by analyzing the individual mechanisms and contingency factors that directly and indirectly affect ITG. The study generalized the survey results based on replication using the case study methodology.
The research confirmed that the model based on the contingency approach and contingency theory is more valuable than previous methods for implementing ITG mechanisms, which was confirmed by all interviewees. The adaptive model of strategic ITG consists of mandatory mechanisms that are considered necessary by all stakeholders and form the basis of ITG in the enterprise. The adaptive nature of the model is based on situational mechanisms that reduce the situational risks arising from the risks of each direction of influence of the contingency factors. Situational mechanisms are a set of mechanisms whose implementation or adaptation serves as a response to various situations or the needs of the enterprise. |
