Povzetek
Trgovina z ljudmi je svetovni pojav, ki obstaja že od nekdaj. Trgovci s svojimi dejanji kršijo številne pravice žrtvam. Razširjena je po vsem svetu, saj so glavni krivci za trgovino z ljudmi slabe razmere v izvornih državah in velik zaslužek vseh udeležencev v tem procesu. Države po svetu so se združile, da bi ta pojav omejile in preganjale storilce. Osredinjanje Evrope na težavo balkanske poti je zelo pomembna dejavnost, ker so balkanske države še vedno v razvoju in zato so še večji izvor trgovine z ljudmi. Neurejene razmere v državah, politični nemiri in nižji standard – vse to omogoča dobičkonosen posel. Države bi morale urejati notranje razmere, kazensko zakonodajo ter graditi in utrjevati mednarodno sodelovanje. Ljudje bi se radi rešili revščine in slabih razmer, zato verjamejo obljubam, ki jim jih ponujajo storilci. Največ se s trgovino z ljudmi ukvarjajo organizirane kriminalne skupine, ki potem dobičke vlagajo v zakonite in v nezakonite posle. Trgovina z ljudmi cveti tudi zato, ker preiskovanje le-te ni učinkovito. Organi pregona imajo pristojnosti le na ozemlju svoje države, medtem ko organizirane kriminalne združbe teh omejitev ne poznajo. Potrebovali bomo učinkovit sistem preiskovanja in obsojanja storilcev. Pri boju proti trgovini z ljudmi sodelujejo tudi nevladne organizacije, ki skrbijo predvsem za žrtve in preventivno obveščanje ter izobraževanje. Treba bo izobraževati strokovne kadre, da bodo lahko učinkovito opravljali svoje delo. Zmanjševanje pojava trgovine z ljudmi je dolgotrajen pojav, vendar pa nujnost v današnjem svetu, ki daje poudarek na človeških pravicah in svoboščinah.

Human trafficking is a phenomenon that occurs all over the world and has occured from time immemorial. Traffickers violate many of the victims' rights with their deeds. The problem is present around the globe mainly because of the poor living conditions in source countries, and the great profits of all participants in this criminal chain. Countries all over the world have come together to limit this criminal activity and prosecute the perpetrators. Europe's focusing on the Balkan route is very important, as the Balkan countries are in a developemental phase and are thus an even greater source of trafficked people. Poorly regulated conditions in countries, political unrest and a low standard of living open the door for a profitable criminal venture. Coutries should manage their internal regulations, the criminal legislation and build and improve international cooperation. Organised criminal groups have the greatest share in human trafficking and invest their profits in further criminal ventures and legitimate businesses. Trafficking is also booming because investigation of such activities is not effective. The authorities only have competence on the territory of their own countries, while international criminal syndicates do not have such limitations. An effecive system of investigation and prosecution of the perpetrators is called for. NGO's also take part in the fight against human trafficking, mainly providing care for the victims, preventive information, and education. There is a need for educated personnel, who will be able to effectively handle their duties, and the reduction of human trafficking is a long term effort but also a neccessary one in today's society, where human rights and liberties are considered very important. |
