Povzetek
Statistike o številu lastništev psov kažejo, da so psi kot domači ljubljenčki izredno popularni in lastništva psov na globalni ravni dosegajo milijonske številke. Ker je povpraševanja po nakupu psov veliko, temu sledi tudi ponudba rejcev. Nekateri posamezniki, ki nimajo dovolj finančnih sredstev ali želijo rešiti zapuščene živali, se zato odločijo za posvojitev psov iz zavetišč. Drugi pa se iz različnih vzrokov odločijo za nakup psa z rodovnikom oziroma nakup psa, ki je kar se da podoben pasemskemu, pa nima rodovnika. Gre za (ne)čistokrvne pse brez rodovnika. Ti slednji lahko prihajajo s tako imenovanih pasjih farm, kjer sta zdravje in dobrobit teh živali vprašljiva, obenem pa gre lahko za kriminalno ozadje. Nakazujejo se tudi indici, da gre za mednarodno organizirano kriminaliteto, v kateri sodelujejo preprodajalci in upravljavci pasjih farm.
Z zavestnim nakupom psa s pasjih farm ali nezavednim, ko žival nič hudega sluteči odkupimo od preprodajalca, podpiramo nezakonit trg in pa posredno tudi mučenje živali.
Preiskovanje tovrstne kriminalitete je kompleksno in proučevanje kompleksnosti preiskovanja kriminalitete v zvezi s pasjimi farmami in nezakonite prodaje psov je namen zaključnega dela, saj ugotavljamo, da v slovenskem prostoru tej tematiki še ni posvečeno dovolj pozornosti.
V zaključnem delu je bila uporabljena metoda zbiranja podatkov iz primarnih in sekundarnih virov domače in tuje literature, pri čemer je bila uporabljena deskriptivna metoda z namenom opisovanja in pojasnjevanja pojavov v okviru zaključnega dela.
Izvedeno je bilo tudi kratko anketiranje. Vprašalnik je bil namenjen osebam, ki imajo izkušnjo nakupa psa. Vprašanja so se navezovala predvsem na nakup psov brez rodovnika in pa morebitne posledice ter oškodovanja kupcev.
Rezultat ankete je pokazal, da je 46 % vprašanih v preteklosti že kupilo psa brez rodovnika, ki naj bi bil čistokrven, glavni razlog pa je bila nižja cena od rodovniškega. Plačilo je bilo večinoma opravljeno z gotovino, s prodajalcem pa so komunicirali prek telefona. Približno ena tretjina psov je pričela kazati znake bolezni. Slaba polovica tistih vprašanih, ki so kupili psa brez rodovnika, trdi, da so bili v fazi nakupa zavedeni oziroma prevarani. Zgolj 4 % anketiranih so potencialne prevare prijavili inšpekcijskim službam, nihče pa Policiji.

Investigation of crimes related to puppy mills and illegal puppy trade |

According to statistical data on dog ownership, dogs are very popular to have as pets, and the number of dogs owned as pets on the global level amounts to a few millions. Great demand for dogs is followed by puppy breeders' offer. Some people who do not have enough financial means, or want to save abandoned animals, decide to adopt a shelter dog, while others, from various reasons, decide to buy a pedigree dog or a dog that is as similar as possible to a pedigree dog – (non-)purebred dogs without a pedigree. It may happen that the latter come from puppy mills, where their health and well-being are questionable, and the entire puppy-breeding activity may be illegal. Furthermore, there are some indications that puppy mills are associated with international organised criminal activities, including dog dealers and puppy mill managers.
By consciously buying a dog from puppy mills – or unconsciously, where we buy a puppy from a dealer unsuspectingly –, we support the illegal market and, indirectly, animal torture.
Investigation of such crimes is complex. The aim of this paper is to examine the complexity of investigating puppy mill and illegal dog trade crimes, as we determined that in Slovenia not enough attention has been devoted to this topic.
Data for this paper were collected from primary and secondary Slovenian and foreign literature sources, and the descriptive method was used to describe and explain phenomena related to this topic.
We also conducted a short survey, intended for people who have experience buying a dog. The questions thereof were associated mainly with buying a non-pedigree dog and potential consequences as well as detriment to buyers.
Survey results showed that 46% of respondents have bought a non-pedigree, but purebred dog in the past, because it was cheaper than a pedigree dog. They paid for the dog in cash, and they communicated with the seller by phone. Approximately one third of the dogs started showing signs of sickness. A little less than a half of those who have bought a non-pedigree dog claim to have been misled or tricked during the buying process. Only 4% of the respondents have reported potential scams to the inspection services, and none of them to the police. |
