Povzetek

Osebe s posebnimi potrebami so zaradi ovir pri iskanju pomoči oziroma prepoznavanju kaznivih dejanj še posebej izpostavljene tveganju za potencialne zlorabe. Skozi zgodovino so bile žrtve neugodnih socialnih razmer, stigmatizacije, zapostavljenosti in zatiranja. Zaradi tovrstne obravnave so lahko nemalokrat prikrajšane za razna izobraževanja, usposabljanja in zaposlovanja, osnovno zdravstveno oskrbo ter polno sodelovanje v vseh življenjskih vidikih, vključno z lastnim odločanjem. Miti in stereotipi, odvisnost od drugih, stopnja invalidnosti, izoliranost od družbe in neseznanjenost z zakonskimi pravicami jih še dodatno spravijo v ranljivejši položaj za psihične ali fizične zlorabe ter zanemarjanje. Kazniva dejanja zoper osebe s posebnimi potrebami nemalokrat ostanejo neprijavljena zaradi strahu pred izpostavljenostjo, izgube oskrbovalca, nezaupanja v policijo, neprepoznavanja situacije kot kaznive ali sramovanja dogodka. Tveganje za viktimizacijo lahko zmanjšamo z usposabljanjem, specializacijo policijskih enot in lažjim dostopom do izvajalcev storitev nevladnih organizacij, ki podpirajo invalide pri njihovem opolnomočenju.

Sekundarni povzetek: Abuse is a serious threat to many people with disabilities who are facing barriers to do certain activities and interact with the world around them, due to their condition. Throughout history they've been victims to neglect, isolation, poverty, deprivation, charity and pity. As a result, they are the least nourished, healthy, educated or employed minority group of society. Having a disability may put a person at higher risk of physical, sexual, emotional or financial abuse and neglect. Myths and stereotypes, dependency on others, level of disability, living in isolation and not knowing their legal rights can also contribute to their vulnerability. Far too often crimes committed against persons with disabilities go unreported. This is often due to fear of retaliation, loss of care, limited advocacy resources, including lack of good judgment, feeling embarrassed by what was done to them, untrusting of police and prosecutors and most do not fully comprehend the intricacies of the criminal justice system. Each of these layers of under-reporting interact, resulting in the need for multiple strategies to improve the environment for appropriate reporting and recording to occur. Education and training, specialist policing units, and third-party reporting procedures provide the best practical steps to improve the reporting and recording environment.
